During the City Manager's Report, Greg C. Gaskins, Director of Finance, and Rich Bovard, Director with Deloitte & Touche LLP, will present FY 2003 financial highlights and related information.

Attached for your review is the City's Comprehensive Annual Financial Report for the fiscal year ended June 30, 2003. This Report was prepared by the Finance Department and audited by the independent certified public accounting firm of Deloitte & Touche LLP.

Agenda Item #12: City Commitment to Piedmont Courts HOPE VI Application - Request for Council Action

Attached for City Council's action on Monday night, January 12, 2004 is the CWAC Committee's recommendation on the City's Financial Commitment to the Piedmont Courts HOPE VI Application.

Agenda Action Item Number 23-A: Refund of Property Taxes:

Approve adoption of a resolution authorizing the refund of property taxes assessed through clerical or assessor error in the amount of $92,979.97. The resolution and a list of the taxpayers are attached.

Congressional Housing Conference

On February 19, 2003, the City participated with the National Housing Conference to host a housing roundtable. As a follow up to that discussion, the National Conference has invited Council member Pat Mumford, Assistant Manager Vi Lyles, Housing Partnership President Pat Garrett and the Housing Authority President Charles Woodyard to participate in a roundtable in Washington on January 26.

The roundtable will provide an opportunity for Charlotte, Columbus, Portland (Maine) and Houston to discuss housing recommendations for the Congressional session. The recommendations will be presented to Congressional staff liaisons for their review. Charlotte will present legislation initiatives that further our local efforts of neighborhood revitalization and affordable housing in transit corridors.


Additional HOPE IV Information

Mayor McCrory requested additional information relative to the Central Yard in preparation for the Council's vote Monday night on the HOPE IV grant application. The CWAC Committee was provided the same information at noon today. The information is attached.


Housing Trust Fund Advisory Board - Support Letter for Piedmont Courts HOPE VI Application

Attached is a letter of Support from the City of Charlotte Housing Trust Fund (HTF) Advisory Board for the Piedmont Courts HOPE VI Application. On January 8, 2004, the HTF Board unanimously endorsed the HOPE VI application and its contribution to affordable housing in the Charlotte community.


Council Member Mitchell Request

On January 5, 2004, Council member Mitchell requested the following information:
     1) A list of the NC Moving Ahead projects in the City of Charlotte.  The Governor and NC Legislature authorized the North Carolina Department of Transportation (NCDOT) to fund $630 Million in road projects statewide over the next two years to stimulate the economy and to perform major maintenance (reconstruction), preservation and/or modernization of existing facilities. An estimated $58 Million will be available to the five counties in our NCDOT Division. City Council approved a list in May 2003 for submission to NCDOT, and a copy of the funded NC Moving Ahead projects in the City's Sphere of Influence is attached.

     2) An update on the Hambright Area Transportation Study The Hambright Area Transportation Study is being conducted by the Mecklenburg-Union Metropolitan Planning Organization (MUMPO) to identify the following:
   -  A solution to the severing of Alexanderana Road by I-485.
   - Thoroughfare classification and widening needs for Eastfield Road, Alexanderana Road, Old Statesville Road (NC 115), Ridge Road/Hambright Road Extension.
   -  The plan is also considering the addition of new Collector and Minor Thoroughfares in the study area.

There have been two public meetings (both at Independence Hill Baptist Church on Eastfield Road), and several recommendations for widening and constructing new roads in this area were proposed. Staff has shared these recommendations with NCDOT and is continuing to work with NCDOT on a resolution to the Alexanderana Road severing problem.

More information from NCDOT is expected by the end of the month, and a follow-up meeting with the public will be planned for sometime in February. Staff will update City Council as the study progresses.
