Charlotte, North Carolina
Recognized in 2002 as one of four "America's Most Livable Cities," Charlottes is the largest city in the Carolinas and the 22nd largest in the nation.  Situated in the center of the Carolinas Piedmont region, Charlotte is just two hours from skiing and sightseeing in the beautiful Blue Ridge Mountains, and three hours from miles of Carolina beaches. 

The City of Charlotte/Mecklenburg County region offers a variety of lifestyles – from upscale urban living to tree-lined suburban neighborhoods to quiet country escapes.  Charlotte was the country's second-fastest growing major city during the 1990's, surpassed only by Las Vegas.  And with a population of more than 584,600, the city is now home to more residents than Boston, Seattle, Atlanta or Denver.

Charlotte has a Council-Manager form of government with a Mayor and 11 Council Members elected every two years in November, and a professional City Manager to run the day-to-day operations.  Fourteen departments are responsible for providing such services as Police and Fire protection, Garbage and Recyclables collection, Water and Sewer Services, Road Construction and Maintenance, Transit, Planning, Zoning, Neighborhood Development, and operation of Charlotte/Douglas International Airport.  

Engineering & Property Management (E&PM)
Engineering & Property Management is committed to the City's vision of creating and preserving a "Community of Choice for Living, Working, and Leisure." Through a diverse set of services and functions, E&PM plays a key role in the effort to sustain a vibrant, high quality, and balanced urban environment.

Services provided by E&PM staff include:

  • Design, Construction and Maintenance of Public Facilities and Grounds
  • Capital Project Management
  • Private Land Development Regulation
  • Storm Water Infrastructure Design and Improvement
  • Real Estate Acquisition and Management

The office of the City Engineer leads the department which functions as a technical services agency for Charlotte city government.  Once projects are conceived and prioritized for funding by other key business units, E&PM implements the plans which includes in-house design services or selecting and managing engineering and architectural consultants as well as contractor selection and management.  In addition to projects such as road, sidewalk, storm water and neighborhood infrastructure wor, E&PM is also charged with high profile projects such as the Charlotte Bobcats Arena, NASCAR Hall of Fame Museum, and the upcoming renovations to the Discovery Place children's museum.
