City of Charlotte Land Development Services (a.k.a. City Engineering) reviews commercial building permit site plans for infrastructure improvements such as sidewalk, curb and gutter, associated storm drainage, zoning, and coordinates required improvements inspection prior to releasing the Certificate of Occupancy.

    User Fee Schedule:

    EFFECTIVE JULY 1, 2007, FEES MUST BE PAID AT INITIAL PLAN SUBMISSION.   Fees may need to be adjusted at the time of plan approval if it is determined that additional reviews were required.  The actual acreage fee will be calculated at plan approval for Grading, Detention and Residential Tree Ordinance Permits.  The actual number of new trees will be calculated at plan approval for the Commercial Tree Ordinance Permit.  Per Project fees will be calculated at plan submittal for these permits.

    Payment methods are cash, credit card, check (made payable to the "City of Charlotte"), or an established Mecklenburg County account.  Outstanding fees will be referred to a collection agency. 

    Minimum Plan Submittal Requirements:

    1. Completed Site Plan Review Application form required with each submittal and resubmittals.
    2. All plans must be folded to 8 ½" x 11" with title block visible
    3. No hard cover binders.
    4. Correct number of plans, separated by submittal type (site, landscape, grading, detention, etc.) with the associated documents (i.e., Financial Responsibility Form, driveway permits, calculations, etc.).
    5. Project reviews do not begin until the plan submittal is complete.

    The Expedited Commercial Plan Review process is offered to give premium service for complete, accurate, and straightforward development plans.  (Go to Program Details)  Expedited Commercial Plan Reviews are scheduled by appointment only.  Call 704-336-6692 (M-F 8:00 a.m. – 5:00 p.m. EST).

    Urban Design Reviews:

    City Engineering coordinates the Urban Design Review process with the Charlotte-Mecklenburg Planning Commission, Charlotte Department of Transportation (CDOT), and the Charlotte-Mecklenburg Police Department. The Urban Design Review team will schedule the initial conceptual site plan meeting and facilitate plan/permit review and approval.  Includes projects zoned Uptown Mixed Use District (UMUD); Mixed Used Development Districts (MUDD) under 10 acres; Transit Oriented District (TOD) Overlay; Pedestrian (PED) Overlay; and Transit Station (TS) Overlay Projects.
