Land Development staff reviews and inspects private development sites from single-family subdivisions to large commercial projects in order to ensure compliance with pertinent City ordinances and standards. This group is responsible for coordinating site related City Code requirements through the building permit process.
Sites are reviewed and inspected for driveways/streets (existing/new), erosion control, storm drainage/detention facilities, and tree planting/protection.
Land Development also ensures that proposed development complies with City Code including review of flood studies, rezoning requests, storm drainage as-builts, and storm water fee credits.
City Engineering / Permitting
The Land Development Permit Center reviews building permit site plans for infrastructure improvements such as sidewalk, curb and gutter, associated storm drainage, and coordinates required improvements inspection prior to releasing the Certificate of Occupancy. Urban Forestry staff reviews and approves commercial and subdivision landscape plans for compliance with the City Tree Ordinance.

When installing the approved erosion control measures, only the minimal amount of land disturbance necessary is allowed. All erosion control measures shall be in-place as per the approved plan or as discussed in the pre-construction meeting prior to beginning grading activity.
Grading or land-disturbing activity is any type of activity that results in a change in the natural cover or topography and that may cause or contribute to sedimentation. Cutting, clearing, and stumping trees are considered disturbing activities. Land disturbing activity includes harvesting timber when conducted for any purpose other than tree farming where trees will be replaced with trees.

- Expedited Review Program - City of Charlotte Land Development has an expedited plan review process for reviewing, approving, and issuing permits for commercial grading, detention, and landscape plans (excluding commercial subdivisions). This program is an alternative to the standard 15 business day review and will reduce review times significantly by offering scheduled reviews with 5 1/2 business day turnaround times. Site designers will be required to submit high quality plans in order to participate.

Water Restriction Tree Planting Delay - Due to the continuing water restrictions, and the concerns of plant survival, Land Development is providing a 'Water Restriction Tree Planting Delay' for single family subdivisions. The delay will be issued per plat, and the developer/builder requesting the delay will need to obtain written approval from the affected homeowners to allow them access once the water restrictions are lifted. It is important to remember that planting trees during fall and winter is still the preferred time of year. When trees are dormant, they require less water, and transplant survival is much higher. Hand watering of newly planted trees and shrubs is allowed under the water restrictions currently in place for Mecklenburg County residents. If there are any questions regarding the water restriction planting delay, please contact your Construction Inspector or Urban Forestry Specialist.
