Please note that this figure included all costs associated with the project such as planning and design, acquiring the right of way, utility relocation, consultant fees, signalization, permits, construction and landscaping.
The Engineering & Property Management (E&PM) project team managed the Old Statesville Road Project through the stages listed below. Specific work was conducted during each stage with an emphasis on public involvement during the planning and design phases.
Planning & Design Phase (Completed February 2002)
City staff worked with the consultant Post Buckley Schuh & Jernigan (PBS&J), to plan and design the improvements to Old Statesville Road. These plans were based on safety and traffic analysis and an extensive public involvement process that allowed citizens and businesses to provide input at two public meetings. Public input assisted E&PM and the consultant to make the following recommendation:
- Eliminate the free flowing right turn from Statesville Road onto Old Statesville Road
Real Estate Phase (Completed February 2002)
The City's Real Estate staff worked with residents and businesses to acquire right of way and property easements needed for construction work.
Bid Phase (Completed May 2002)
During the bid phase, final specifications were prepared and quantities of materials were determined. The City of Charlotte followed the North Carolina State regulations and selected the lowest, responsible bidder -- Blythe Construction Company.
Construction Phase (Summer 2002 - Fall 2004)
Construction is complete.
