Prosperity Church Road Widening
History:
In 1996, voters approved a Transportation Bond referendum that included funding to widen Prosperity Church Road from Mallard Creek to Katelyn Drive.  Responding to citizen concerns during the public input process, City Staff worked to extend the project limits from Katelyn Drive to Loganville Lane.  Due to an increase in private development at DeArmon Road and the Prosperity Church Road Village Plan thoroughfare alignments, the limits of the project were extended to include DeArmon Road.

Cost:  $16,500,000
This figure included all costs associated with the project such as planning and design, acquiring the right of way, utility relocation, design and consultant fees, construction, signalization, permits and landscaping.  
 
The Finished Product
Prosperity Church Road was widened to a 4-lane, median-divided roadway.  New 4' striped bike lanes, curb and gutter, 6' planting strips and 5' sidewalk were constructed on both sides.  Safety improvements included bringing all horizontal and vertical curves along Prosperity Church Road up to current standards.  The roadway was reduced to a two-lane median divided section from Loganville Lane to DeArmon Road.

The Engineering & Property Management (E&PM) project team managed the Prosperity Church Road Project through the stages listed below.  Specific work was conducted during each stage with an emphasis on public involvement during the planning and design phases. 
 
Prosperity Church Road Widening: Phases 1, 2 & 3
 
Planning & Design Phase (Winter 2000-Fall 2002)
City Council awarded a contract to QK4 (formerly known as Presnell Associates Inc.) to plan and design the improvements to Prosperity Church Road.  These plans were developed with emphasis on safety, cost, benefits, traffic analysis and an extensive public involvement process that allowed citizens and nearby businesses to provide input at six public meetings.  At the sixth public meeting held September 27, 2001, City staff used a new approach for obtaining input from the public.  The public was challenged to design portions of the project using the same safety criteria as the project team.  The resident design groups developed four plans, then voted on which they preferred.  The exercise helped to raise public awareness on the challenges faced by E&PM 's engineers and consultants. 
 
Real Estate Phase (Spring 2001-Spring 2002)
The City's Real Estate staff worked closely with citizens and businesses to acquire right of way and property easements needed for construction work.  
 
Bid Phase (Winter 2002-Spring 2002)
The City of Charlotte followed the North Carolina state regulations and selected the lowest, responsible bidder. 
  -  Crowder Construction was awarded the contract for Phase 1
  -  Sealand Contractors was awarded the contract for Phase 2
 
Construction Phase (Spring 2002-Summer 2006)
Construction on phases 1&2 is complete and landscaping has been installed.
