Woodlawn Signature Intersection Project

A South Corridor Infrastructure Project

 
   
 


This project enhanced the pedestrian and bicicyle facilities along Woodlawn Road between Old Pineville Road and the Media Play store entrance. Improvements included bicycle lanes, new sidewalks and a landscaped median.


Objectives:

  • Widening Woodlawn Road to provide a separate bike lane in each direction;
  • Construct an 8 foot wide sidewalk with a planting strip on both sides of the road;
  • Construct a landscaped median with a pedestrian refuge area along Woodlawn Road between Sterling Drive and the Media Play entrance.

Cost:  $2,170,000
Please note that the project cost includes all costs associated with the project such as planning and design, acquiring the right of way, utility relocation, consultant fees, construction, signalization, permits and landscaping.  
 
The Engineering & Property Management (E&PM) project team managed the Woodlawn Signature Intersection Project through the stages listed below.  Specific work was conducted during each stage with an emphasis on public involvement during the planning and design phases. 
 
Planning & Design Phase (Fall 2003 - Winter 2004)
City staff worked with the Gannett Fleming Consultant Team to plan the improvements to the Woodlawn Road Intersection.  The plans were based on safety, cost, benefits, traffic analysis and a public involvement process.  The public involvement process allowed citizens and nearby businesses to provide input at 2 public meetings. 

Real Estate Phase (Spring 2005 - Fall 2005)
The City's Real Estate staff worked with citizens and businesses to acquire right of way and property easements needed for construction work.

Bid Phase (Completed)
During the bid phase, final specifications were prepared and quantities of material were determined.  The City of Charlotte followed the North Carolina state regulations and selected the lowest, responsible bidder. 
 
Construction Phase (Winter 2006 - Summer 2007)
E&PM staff worked closely with the Contractor and property owners to ensure right of way agreements were followed.
