Statesville Avenue Widening

A 1998 Transportation Bond Project
This transportation project widens existing Statesville Avenue, from Newland Road to Hickory Lane. Roadway will be widened to a four-lane, median divided facility. Improvements will include bicycle lanes, sidewalk, planting strips and street lighting on wood poles.

Objectives - Widen Statesville Avenue from Newland Road to Hickory Lane - Construct four-lane bridge over Irwin Creek - Realign Newland/Norris Intersection - Realign Rodey Avenue, Holland Avenue and Justice Avenue, with L. D. Parker, to provide for one access to Statesville Avenue - Incorporate intersection improvements at LaSalle Avenue/Statesville Avenue/McArthur Avenue, with new signalization - Extend culvert under McArthur Avenue - Install 5 ft planting strips and 5 ft sidewalk on both sides of Statesville Avenue

Estimated Project Cost: $10.5 Million (Please note that this figure includes all costs associated with the project such as planning and design, acquiring the right of way, utility relocation, consultant fees, construction, signalization, permits and landscaping.)

The Engineering & Property Management (E&PM) project team will manage the Statesville Avenue Widening Project through the stages listed below. Specific work is conducted during each stage with an emphasis on public involvement during the planning and design phases. The project is currently under construction, to be completed in Spring 2004.
Planning & Design Phase (November 1998 – September 2001) City staff worked with Gannett Fleming Corddry and Carpenter, Inc., to plan and design the proposed widening along Statesville Avenue. These plans were based on safety, cost, benefits, a traffic analysis and an extensive public involvement process that allowed citizens and nearby businesses to provide input at two public meetings.
Real Estate Phase (September 2001 – March 2002) The City's Real Estate staff worked with citizens and businesses to acquire necessary right of way and property easements needed to construct the project. Structures in conflict with the proposed widening were demolished.
Bid Phase (September 2002 – November 2002) During the bid phase, final specifications were prepared and material quantities were determined. The City of Charlotte followed North Carolina State regulations and selected the lowest responsible bidder, ARVY Construction.
Construction Phase (January 2003 – Winter 2004) Construction started in January 2003. Improvements are scheduled to be complete in Winter 2004.

Project plans include realigning the Newland Road intersection at Statesville Avenue.
The Irwin Creek bridge will be completed in December 2003.
