A Future Transportation Bond Project
This transportation project will include two travel lanes divided by a planted median with left turn lanes, bicycle lanes, curb and gutter and sidewalk on both sides of the road. This project will also include a right turn lane at Highway 51 (Pineville-Matthews Road). The Rea Road project will also improve the vertical alignment of the road eliminating sight distance problems when turning in and out of the subdivisions.
Please note: Rea Road is funded for Planning and Design only. City staff hopes that funding for Real Estate Acquisition and Construction will be proposed in a future bond.

What's happened? City staff worked with LPA Group to complete 90% of the design plans for the project. Unfortunately, there is no funding available for real estate acquisiton or construction.
What's next? This project is on hold until funding is available.

Planning & Design Phase
The project team of city staff and engineering professionals at the LPA Group conducted the first public meeting on May 21, 2003. They identified issues of concern to citizens and neighborhoods along the Rea Road corridor. Click here to view all citizen issues.
Since the meeting in May 2003, the project team has worked on the following:
- Developed roadway typical sections in accordance with the City's Urban Street Guidelines;
- Compiled a base map of existing conditions;
- Begun Hydrological study for Rea Branch and its tributary;
- Begun subsurface field data collection near Rea Branch and Carmel Estates Drive;
- Completed preliminary vertical alignment study for Rea Road baseline;
- Begun preliminary Traffic Analysis; and
- Conducted an "open house" meeting on November 5, 2003 and a citizen workshop on January 21, 2004 at South Charlotte Middle School. Click here to view March 2004 newsletter.
The project team has been compiling information regarding accident data on two and four lane roads similar to traffic experienced on Rea Road. They have also reviewed experiences with Carmel Road before and after its widening work in 1997. Click here to view this information.
Public Involvement: A citizen workshop was held on January 21, 2004. Citizens provided input on a variety of issues relating to the project. The top three issues are discussed in the March newsletter. Click here to view all citizen issues.
A public meeting was held on June 23, 2005. The project team presented its recommended design and received positive public feedback.

In June 2006, City Council approved a five-year budget plan for capital projects in the City of Charlotte. The plan proposed $85.2 million to be included in the 2006 Transportation Bond Referendum, which was approved by voters on November 7, 2006. The Rea Road Improvement project was not included in the budget plan adopted by City Council. City and consultant staff will complete 90% of the design of Rea Road by spring 2007. Final construction plans will not be prepared until funding for Real Estate, Utility Relocation, and Construction becomes available. The City may consider partial funding for right of way acquisition if full funding is not available for this project during the next 3-4 years.
