US 29 / NC 49 Improvement Project

A Transportation Bond Project

The US 29/NC 49 project was approved in the 1998 State Transportation Bond referendum.  This project was originally supposed to be built as an interchange, however, the overall costs for the planning, design, land acquisition, and construction, exceeded the project budget.  
 
The City is currently designing a project that will consist of new at-grade intersections at the I-85 Connector and at University City Boulevard (NC 49).  In addition to the proposed improvements along North Tryon Street (US 29), the project will connect the new intersection with University City Boulevard to a previously constructed interchange at I-85.
 
The goal of the project will include eliminating the dangerous weave where the I-85 connector joins US29/NC49 and constructing an at-grade intersection at US 29 and NC 49.  This will improve the safety in the area and will minimize impacts to property and reduce needed right-of-way.

This project will redesign the 29/49 intersection including work at I-85 Connector and University City Boulevard.

What's happened? City staff is working with Gannett Fleming to plan and design the improvements. Design of Phase 1 is 50% complete.  Design of Phase 2 is 30% complete.

What's next?  Design will continue.  Real estate acquisition will begin in late 2007.  Construction of Phase 1 should begin in 2008.

Cost:  $25,500,000
Please note that this figure includes all costs associated with the project such as planning and design, acquiring the right of way, utility relocation, consultant fee, construction and landscaping.   

The Engineering & Property Management (E&PM) project team will manage the US 29 / NC 49 Improvement Project through a four stage process.  Specific work is conducted during each stage with an emphasis on public involvement during the planning and design phases.  Click here to learn how City projects are selected, designed and built.

The project will be split into separate phases in which the City Boulevard Segment will be expedited to be built by Crescent Resources in providing access to the proposed IKEA Development, which is anticipated to begin construction by early 2008.  The remaining portion of the project is anticipated to begin construction by April 2009.

Planning & Design Phase

City staff worked with Gannett Fleming to plan and design the improvements.  These plans were based on safety, cost, benefits, traffic analysis and a public involvement process.  Open the attachment below to view the concept plan for the project.

Real Estate Phase
29/49 Intersection (December 2007 - September2008)

The City's Real Estate staff will work with citizens and businesses to acquire right of way and property easements needed for construction work.

Bid Phase
City Boulevard Extension (October 2007 - December 2007)
29/49 Intersection (October 2008 - December 2008)

During the bid phase, final specifications and special provisions will be prepared and quantities of material will be determined. The City of Charlotte follows the North Carolina state regulations and selects the lowest, responsible bidder.

Utility Relocation Phase
29/49 Intersection (June 2008 - December 2008)
Overhead utilities will be relocated to allow the widening of the roads. Preparation for utility relocation will include removing or relocating objects in conflict with the proposed overhead lines. Such examples include tree trimming or removal, signs or fence relocation, and other structural removal or modifications.

Construction Phase
City Boulevard Extension (March 2008 - April 2009)
29/49 Intersection (April 2009 - April 2012)

Construction will be staged based on the traffic control plans which will be developed to address any issues pertaining to access during construction.  The contractor is required to follow all federal, state and local laws, ordinances and regulations.  E&PM staff will work closely with the contractor and property owners to ensure right of way agreements are followed during the construction phase.
