Hickory Grove Road Widening

A 2000/2002 Transportation Bond Project
This transportation project widened Hickory Grove Road to four lanes from Shamrock Drive to Highland Avenue. Bike lanes, curb and gutter, planting strips, sidewalk, street lighting and street trees will also be added to both sides of the road.

Cost: $8,850,000 Please note that this figure included all costs associated with the project such as planning and design, acquiring the right of way, utility relocation, consultant fees, signalization, permits, construction, and landscaping.
The Engineering & Property Management (E&PM) project team managed the Hickory Grove Road Widening project through the stages listed below. Specific work was conducted during each phase with an emphasis on public involvement during the planning and design phases.

Planning & Design Phase (Spring 1997 - Fall 2002) City staff worked with USInfrastructure to plan and design the improvements to Hickory Grove Road. These plans were based on safety, cost, benefits, traffic analysis and an extensive public involvement process that allowed citizens and nearby businesses to provide input at three public meetings. This public input assisted E&PM and USInfrastructure to make the following recommendations:
- Widen Hickory Grove Road to four lanes instead of three lanes;
- Add sidewalk to both sides of the street ;
- Widen Hickory Grove Road more symmetrically from Martha's Ridge to Harris Boulevard;
- Add landscaping.
Real Estate Phase (Fall 2002 - Summer 2003) The City's Real Estate staff worked with citizens and businesses to acquire right of way and property easements needed for construction work.
Bid Phase (Summer 2003 - Fall 2003) During the bid phase, final specifications were prepared and quantities of material were determined. The City of Charlotte follows the North Carolina State regulations and selects the lowest, responsible bidder. For this project, the lowest bidder was Blythe Development.
Construction Phase (January 2004 - August 2005)
City staff approved the low bid by Blythe Development and the construction contract was awarded by City Council in November 2003. Construction began on January 5, 2004 and was completed in August 2005.
Landscape Phase (January 2006 - February 2006) Landscaping along the project began January 10, 2006 and was completed in February 2006.
