The Engineering & Property Management (E&PM) project team will manage the Colony Road Barricade and Colony Road Sidewalk projects through the stages listed below.  Specific work is conducted during each stage with an emphasis on public involvement during the planning and design phases.

Planning & Design Phase (Fall 2004 – Spring 2005)
City staff prepared construction plans for the projects based on the design that was approved by Charlotte City Council and the Charlotte Mecklenburg School Board.  Funding for real estate acquisition, bid phase and construction activities is not currently included in any upcoming Transportation Bond Referendums.

Real Estate Phase (Spring 2005 – Summer 2005)
The City's Real Estate staff acquired the necessary right of way and easements to build the project from Charlotte Mecklenburg Schools.

Bid Phase (Spring 2005 - Fall 2005)
Final specifications were prepared and quantities of material were determined.  The City of Charlotte advertised the project for bid and selected the lowest, responsible bidder for the project per the North Carolina state regulations.  The lowest bidder was Onsite Development.  City Council approved this construction contract and awarded it to Onsite Development.

Construction Phase (Fall 2005 – Early 2006)
Construction began in September 2005 and is almost complete.  Landscaping will be planted to mitigate for trees removed during construction.
