City View Neighborhood Improvement Project Phase II

A 1996 Neighborhood Bond Project

This project will install concrete curb and storm drainage improvements on the following streets: East Lane Drive, portions of Dorn Circle, Wallace Lane, and Laura Drive.  Asphalt resurfacing will also be included as part of the project.

Objectives:

  • To maintain, stabilize and revitalize the neighborhood
  • To minimize the impact to existing utilities
  • Finish the project within budgeted construction costs
 
Cost:  $1,600,000
Please note that this figure includes all costs associated with the project such as planning and design, acquiring the right of way, utility relocation, consultant fees, construction, signalization, permits and landscaping.  
 
The Engineering and Property Management (E&PM) project team will manage the City View Neighborhood Improvement Project through the stages listed below.  Specific work is conducted during each stage with an emphasis on public involvement during the planning and design phases.       
 
Planning & Design Phase (September 2001 – December 2005)
City staff worked with QK4, Inc., consultants/designer, to plan and design the improvements for City View.  This project was put on hold in Fall 2002 to obtain citizen involvement.  In Fall 2003, the project continued.  During this time, plans were developed based on need and community input.

The following recommendations were made:

  • Preserve existing trees
  • Construct new curb and gutter, and sidewalk
  • Storm drainage improvements where necessary

Real Estate Phase (Winter 2002 – Summer 2005)
The City's Real Estate staff worked with citizens and businesses to acquire right of way and property easements needed for construction work.

Bid Phase (December 2005 – April 2006)
During the bid phase, final specifications were prepared and quantities of materials were determined.  The City of Charlotte followed the North Carolina state regulations and selected the lowest, responsible bidder. 

Construction Phase (May 2006 - June 2007)
E&PM staff is working closely with the contractor and property owners to ensure right of way agreements are followed.
