District 5 Representative
Nancy G. Carter, a Democrat, represents District 5 on Charlotte City Council.  She was first elected in 1999 and is now serving her fifth term on Council.  She is vice chair of the Budget and the Environment  committees and is a member of the Transportation, Economic Development and Planning, and Retreat Planning committees.  She is the Council Representative to the Arts and Science Council and the Mayor's representative to Smart Start.
 
In 2005 and 2006, she chaired the North Carolina League of Municipalities Planning and Services Legislation Action Committee. she is a member of the North Carolina League of Municipalities (MCLM) Long-Range Planning Committee, the NCLM Planning and Services Legislation Action Committee, the National League of Cities (NLC) Energy Environment and National Resources Steering Committee, chairs the NLC Central Cities Council, and the NLC Democratic Governance Futures Panel. She is the recipient of a Platinum Leadership Achievement certificate from the National League of Cities

She received her master's degree from the University of North Carolina at Chapel Hill and her bachelor's degree from Randolph Macon Woman's College.
 
Carter is a member of the Steering Committee of the Charlotte CROP Walk and serves on the board of Smart Start, the Arts & Science Council, Arts Teach, the Latino Pathways Advisory Committee, and the Police Athletic League.
 
She and her husband, Dr. Coleman D. Carter, have one daughter.
