James Mitchell, Jr., a Democrat, represents Charlotte City Council District 2. Elected in 1999, he is now serving his fifth term on Council.  
 
Council member Mitchell chairs the Restructuring Government  and is vice chair of the Economic Development and Planning, and the Housing & Neighborhood Development committees. 

 
Council Member Mitchell currently serves as second vice president of the National League of Cities (NLC), is chairman of the National Black Caucus of Local Elected Officials (NBC-LEO) Foundation, is a board member of the National League of Cities Leadership Training Council, Institute of Youth, Education, and Family and Advisory Council. He is past president of the National Black Caucus of Local Elected Officials (NCBEMO) and served on the board of the North Carolina League of Municipalities (NCLM).

Meet James Mitchell, City Council District 2 Representative
Mitchell serves on the boards of the Police Activities League and Right Moves for Youth Advisory Council.  He also serves on the Stewards Board at East Stonewall AME Zion Church.
 
Mitchell received  his bachelor's degree in Business Administration from North Carolina Central University after graduating from West Charlotte Senior High School
 
He is employed as Director of Operating and Sales for Cinda Corporation. He has two daughters.
