Public Service:
James Mitchell, Jr., a Democrat, represents Charlotte City Council District 2. Elected in 1999, he is now serving his fifth term as a City Council Member.  
 
Council member Mitchell serves as Chair of the Restructuring Government  and Vice Chair of the Economic Development and Planning, and the Housing & Neighborhood Development City Council Committees.  Council Member Mitchell is also a member of the Community Safety Committee.  He also represents the City as a representative to the Charlotte Regional Visitors Authority.

Council Member Mitchell is also Chairman of the National League of Cities Leadership Training Council, second vice president of North Carolina Black Elected Officials,  Policy Committee Chairman for the National Black Caucus of Local Elected Officials, member of the National League of Cities Transportation Infrastructure and Services Steering Committee and board member of the National League of Cities Institute of Youth, Education and Family. 
 
Community Service:
In addition to his public service, Council Member Mitchell is a board member of  Charlotte Mecklenburg Housing Partnership, board member of the Afro-American Cultural Center, board member of the Urban League of Central Carolinas, and advisory board member of Focus on Future Leaders, Inc.
 
Employment:
Council Member Mitchell is the Director of Goverment Relations with the American Product Distributors.
 
Education:
Mitchell is a graduate of West Charlotte Senior High School, and holds a Bachelors in Business Administration from North Carolina Central University.
 
Personal Information:
Married to former Vivian C. Spruill of Brooklyn NY, he is the father of two daughters.
