District 1 Representative
Patsy Kinsey, a Democrat, represents District 1 on Charlotte City Council. She was first elected in 2003 and is serving her third term on Council.  She chairs of the Council's Government Affairs Committee and vice-chairs the Community Safety  Committee.  She is a member of the Restructuring Government, Economic Development & Planning and Planning Liaison committees. She is  Council Representative to the  Performing Arts Center and Discovery Place board.
 
Kinsey served on the Mecklenburg County Board of Commissioners from 1990 to 1994. She has also served on the board of the North Carolina Association of County Commissioners, the Executive Board of the Central Council of Governments, and the North Carolina Child Fatality Task Force. She was a member of the Mecklenburg County ABC Board, the Mecklenburg County Alliance of Excellence in Justice, the Charlotte Mecklenburg Landmarks Commission, and the City of Charlotte Historic District Commission.

She is a graduate of Charlotte Central High School.
 
Kinsey has been chair of the Public Library of Charlotte and Mecklenburg County board of trustees, president of the Mental health Association and the YWCA, chair of the Criminal Justice Partnership Advisory Board, and secretary of the North Carolina Chapter of the March of Dimes. She has also served on the boards of United Family Services, Levine Museum of the New South, and the YMCA - Harris Branch.
 
She is director of business development for Pease Associates, Inc. She has three grown children and three grandchildren.
