1. High Occupancy Vehicle/ High Occupancy Toll/ Managed Lane Study

Action: Staff will summarize the objectives of this regional planning endeavor and will answer any questions about this topic, which is scheduled at the May 29th Council Meeting for an authorization to execute a consultant contract.
2. Urban Street Design Guidelines (USDG)

Action: Staff will describe the key contents, the major issues discussed with the stakeholders, the concerns of some of the stakeholders, and examples of projects implemented in Charlotte.

1. Street Degradation Fees
Staff Resource: Danny Pleasant and Layton Lamb
Action: Danny Pleasant from CDOT and Layton Lamb from Street Maintenance will speak to the Committee on the street degradation fees issue. They will present the results of a study conducted by UNCC, and explain the revenue from the extra fee when applied. CDOT recommends that Council impose this fee on all utilities that cut Charlotte streets.

1. Enterprise Fund Review: Aviation
Staff Resource: Jerry Orr, Aviation Director and Stan Campbell, Chair of the Airport Advisory Board
Action: Information Only. In December 2006, City Council approved the Budget Committee's recommendation for Council to receive increased information about the City's four Enterprise funds (CATS, Aviation, Storm Water and Utilities), including discussion with the relevant citizen's advisory committees. Aviation will present an overview of Charlotte-Douglas International Airport operations, as well as budget drivers and issues for the FY2008 budget.
2. 2030 Transit Corridor System Plan

Action: Information Only. At the February 26, 2007 meeting the Committee requested to receive a presentation on the 2030 Transit Corridor system Plan at its next meeting. The 2030 Plan was approved by the MTC on November 15, 2006. Attached is an evaluation process overview and criteria matrix.
3. CATS Route Performance Monitoring System
Staff Resource: Ron Tober
Action: Information Only. AT the February 26, 2007 meeting the Committee requested information on how the route performance data given as part of CATS' enterprise fund review was derived. Adopted by the Metropolitan Transit Commission, Route Performance Monitoring is a scoring system used by the Charlotte Area Transit System to measure the productivity and efficiency of individual bus routes. The system helps CATS to effectively manage resources by highlighting bus routes where service adjustments might be called for.
4. Update on Wayfinding Signs

Action: Information Only. Staff will update the Committee on wayfinding signs and upcoming Council actions.
