Restructuring Government Committee: Agendas 2008
 
The City Council Restructuring Government Committee meets throughout the year to discuss issues that will be brought to the full Council. The Committee's recommendation, based on their research and discussion, is an important element in the City Council's final decisions.
 
During 2008 the Restructuring Government Committee meets at the following dates and times.

AGENDA FOR: meeting of the Restructuring Government Committee held Monday, November 24 at 12 p.m. at the Charlotte Mecklenburg Government Center.
   1.  City Manager's Evaluation Categories
        Staff Resource; Tim Mayes, Human Resources
        Action: A request to review categories related to the City Manager's performance review was referred.  The Committee may propose recommendations to consolidate or clarify categories in order to improve the process for next year.  The Committee will continue to review and discuss information provided at its previous meeting. No decisions or recommendations are requested at this time.
   2.  Citizen Boards/Commissions
         Staff Resource: Stephanie Kelly, City Clerk's Office
         Action:  Staff provided an overview of the current status of Boards and Commissions for the Committee's consideration at its October 30 meeting. The Committee will continue to discuss information provided at the previous meeting. No decisions or recommendations are requested at this meeting.
   3.  Small Business Opportunity Program (SBOP)
        Staff Resource: Tom Flynn, Alban Burney, Economic Development Office
        Action: The Economic Development Office will provide an overview of the SBOP including: history, policies, goal achievement and administrative procedures. City Council referred the SBOP to the Committee for review in light of low SBE goal achievement on some major bid awards. No decisions or recommendations are requested at this meeting.

   1. Small Business Opportunity Program (SBOP)
       Staff Resource: Tom Flynn, Alicia Jolla, Economic Development Office
       Action: The EDO will provide an overview of the Small Business Opportunity program including history, policies, goal achievement and administrative procedures. City Council referred the SBOP to the Committee for review, in light of low SBE goal achievement on some major bid awards. No decisions or recommendations are requested at this meeting.

        Action: At the October 3 City Council Workshop, a request to review City Council's Boards and Commissions was referred to the Restructuring Government Committee. Staff will provide an overview of the current status of Boards and Commissions for the Committee's consideration.

        Action: Review of potential Federal and State Legislative initiatives worth of consideration for 2009.  Items will be presented to the Government Affairs Committee at their November 3 meeting, and reviewed by full Council at their November 24 meeting.

   1.  Privatization and Competition Advisory Committee (PCAC) Annual Report
        Staff Resource David Elmore
        Action: Receive presentation from PCAC Board Chair, Ed Pickett on the accomplishments this past year.
   2.  Adoption Meeting Schedule
        Staff Resource: Eric Campbell, Asst. City Manager
        Action: The Committee is requested to review and approved the Committee meeting schedule for 2008.
