Restructuring Government Committee: Agendas 2008
 
The City Council Restructuring Government Committee meets throughout the year to discuss issues that will be brought to the full Council. The Committee's recommendation, based on their research and discussion, is an important element in the City Council's final decisions.
 
During 2009 the Restructuring Government Committee meets at the following dates and times.

AGENDA FOR: meeting of the Restructuring Government Committee held Wednesday, November 18 at 2 p.m. at the Charlotte Mecklenburg Government Center.
   1. Boards and Commissions
       Resources: Stephanie Kelly and Bob Hagemann
       Action: Staff will provide the committee with final recommendations for a City Council Resolution establishing policies and procedures for the Council's Boards, Committees, and Commissions.  Committee action is requested on this item.
   2.  Sponsorship Policy
        Resources: Bob Hagemann and Kim McMillan
        Action: Staff will provide the Committee with final recommendations for a proposed Sponsorship Policy which will establish guidelines for official sponsorships by the City of Charlotte. Committee action is requested on this item.
   3. Improving Citizen Stakeholder Process
       Resources: Eric Campbell and Willie Ratchford
       Action: Staff will provide the Committee with a proposed survey to be used an an assessment tool to evaluate the stakeholder process used for various City projects.

AGENDA FOR: meeting of the Restructuring Government Committee held Thursday, October 29 at 12 p.m. at the Charlotte Mecklenburg Government Center.
   1.  Boards and Commissions
        Resources: Stephanie Kelly and Bob Hagemann
        Action: The Committee will continue discussions regarding City Council's Citizens Boards and Commissions
   2.  Develop a Sponsorship Policy
        Resource: Bob Hagemann
        Action: Staff will provide the Committee with a proposed Sponsorship Policy which will establish guidelines for official sponsorships by the City of Charlotte.
   3.  Improving Citizen Stakeholder Process
        Resources: Eric Campbell and Willie Ratchford
        Action: Staff will provide the Committee with a proposed survey to be used as an assessment to evaluate the stakeholder process used for various City projects.
   4.  Reschedule November 26 meeting
        Resource: Eric Campbell
        Action: Committee will set a new date for the next regularly scheduled meeting which falls this year on November 26 - Thanksgiving Day.

AGENDA FOR: meeting of the Restructuring Government Committee held Tuesday, September 29 at 4 p.m. at the Charlotte Mecklenburg Government Center.
   1.  Boards and Commissions
        Resources: Stephanie Kelly and Bob Hagemann
        Action: The Committee will continue discussions regarding City Council's Citizens Board/Commissions.
   2.  Develop a Sponsorship Policy
        Resource: Bob Hagemann
        Action: Staff will provide the Committee with a proposed Sponsorship Policy which will establish guidelines for official sponsorships by the City of Charlotte.
   3.  Improve Citizen Stakeholder Process

        Action: At the June 22, 2009 City Council Meeting a referral was approved for the Committee to review the stakeholder process used by Key Business Units on various City projects. No decision or recommendations are requested at this meeting.
   4.  Reschedule October 22 Meeting
        Resource: Eric Campbell
        Action: The regularly scheduled October 22 Committee meeting conflicts with the Manager's Retreat. The Committee is asked to select an alternate date for the next meeting.

AGENDA FOR: meeting of the Restructuring Government Committee held Monday, July 27 at 12 p.m. at the Charlotte Mecklenburg Government Center.
   1. Performance Evaluation Procedures for Solid Waste Services
        Staff Resources: Victoria Garland & Joel Ford
        Action: At the June 22 City Council Meeting, a referral was approved for the Committee to review the Privatization and Competition Advisory Committee (PCAC) and staff recommended performance measures related to cost of garbage, yard waste and bulky item collections performed by Solid Waste Services.
   2. Small Business Opportunity Program (SBOP)
        Staff Resources: Tom Flynn, Nancy Rosado & Alban Burney
        Action: Based on City Council discussion at the June 22 dinner briefing, staff will address questions regarding net worth thresholds, good faith efforts and new, small businesses entering the program.
   3. Develop a Sponsorship Program
       Staff Resources: Eric Campbell, Bob Hagemann
       Action: Staff will provide the Committee with a proposed Sponsorship Policy which will establish guidelines for official sponsorships by the City of Charlotte.

        Action: The Committee will continue discussions regarding City Council's Citizens Boards/ Commissions.

   1.  Develop a Sponsorship Policy

         Action: Staff will provide the Committee with a revised performance review process and proposed categories to be used for future evaluations of the City Manager. Recommendations will be presented and Committee action is requested.

        Action: The Economic Development office will continue its review of the Small Business Opportunity program (SBOP) including: history, policies, goal achievement and administrative procedures. Recommendations will be presented, and Committee action is requested.
   3.  National League of Cities (NLC) Prescription Discount Program
        Staff Resource: Eric Campbell & Justin Amos
        Action: Staff will continue to discuss the NLC Prescription Discount Program and discuss Charlotte's potential participation in the program. The Committee may choose to take action on this item.
   4.  Citizen Boards and Commissions
        Staff Resource: Jeanne Peek
        Action: The Committee will continue discussions regarding City Council's Citizen Boards/ Commissions. No decisions or recommendations are requested at this meeting.

   1.  Small Business Opportunity Program (SBOP)

        Action: The Economic Development office will continue its review of the Small Business Opportunity Program (SBOP) including: history, policies, goal achievement and administrative procedures. No decisions or recommendations are requested at this meeting.
   2.  Develop a Sponsorship Policy

        Action: At the December 8 City Council business meeting, a request to review the development of a sponsorship policy was referred to the Restructuring Government Committee. Staff will outline key issues in the development of a sponsorship policy for the City.
   3.  National League of Cities (NLC) Prescription Discount Program
        Staff Resources: Eric Campbell & Justin Amos
        Action: At the January 5 City Council Workshop, a request to further study the National League of Cities Prescription Discount Program was referred to the Restructuring Government Committee. Staff will provide an overview of the NLC Prescription Discount Program.
   4.  2009 Meeting Schedule
        Staff Resource: Eric Campbell
        Action: The Committee is requested to review and adopt the Committee Meeting Schedule for 2009.
