1. City Manager/City Attorney Annual Evaluation Process
Staff Resource: Pam Syfert, Mac McCarley, Tim Mayes
Action: This is a continuation of the discussion the Committee began at its October meeting. Materials for this discussion will be provided at the meeting.
2. Charlotte Mecklenburg Public Access Committee
Staff Resource: Geraldine Johnson
Action: Staff will provide the committee with a report on actions taken by the CMPAC Board of Directors at its November 16, 2005 meeting relative to the Council's two most recent appointees.

1. Public Access Committee

Action: This is a continuation of the discussion the Committee began on October 3. At that meeting, the Committee voted to consider further only Options 2 and 5 as outlined in the memo dated September 30, 2005. As requested by the Committee, staff has provided comments on the implementation of these two options.

1. Public Access Committee
Staff: Doris Boris, Geraldine Johnson, Bob Hagemann
Action: On September 6th, 2005 City Council referred Council's appointment process to the Charlotte Mecklenburg Public Access Committee (CMPAC) to Restructuring Government. The Committee is requested to review the current appointment process and recommend what changes, if any, the Council should consider.
2. Performance Evaluation
Staff: City Manager Pamela A. Syfert, Tim Mayes Human Resources Director
Action: The Council implemented the new performance evaluation process for the City Manager this summer. The Committee is requested to review the process to ensure there are no desirable modifications to the process prior to the 2006 process beginning.

1. Multi-Family Garbage Collection
Staff: Wayman Pearson, Mujeeb Shan-Khan, Solid Waste Services; Curt Walton, Asst. City Manager
Action: Staff will present findings from field surveys of multi-family units. As directed, an option will be presented for the Committee's consideration, should the Committee wish to consider a change to the existing collection policy
2. Four Year Terms
Staff: Mike Boyd
Action: On June 24, 2004, Council approved information relative to 4-year terms for the Mayor and city Council. The approved action directs the Committee to revisit the possibility of -year terms in the spring of 2005.

1. Multi-Family Garbage Collection (Information Only)
Staff: Wayman Pearson, Mujeeb Shan-Khan, Solid Waste Services; Curt Walton, Asst. City Manager
Action: Staff will update the committee on the process for developing options for servicing a portion of the 13,000 multi-family units currently served by private collectors. Currently staff is doing a physical assessment of all affected units. Options will be based on situations that are both operationally feasible and legally defensible. A description of the process is included in Council packets. Options will be presented at the May 19 meeting
2. Four-Year Terms (Action Required)
Staff: Mike Boyd, Deputy City Attorney
Action: On June 28, 2004, Council approved information relative to 4-year terms for the Mayor and City Council. The approval action directs the Committee to revisit the possibility of 4-year terms in the spring of 2005. Included in the Council packets is information provided in 2004 to the Committee, as well as decision-making schedules for both 2005 and 2006, if the Committee recommends proceeding with 4-year terms.

The approved action directs the Committee to revisit the possibility of 4-year terms in the spring of 2005.
