      1. Optimist Park Vision Plan - The Committee made a recommendation to the full Council to adopt the Optimist Park Volume I Concept Plan.

Wednesday, February 6, 2002 meeting of the Economic Development & Planning Committee held at 12 p.m. at the Charlotte - Mecklenburg Government Center.
      1. Washington Heights  Staff requested staff to make a recommendation to the full City Council to adopt the draft Washington Heights Neighborhood Plan.  This plan was developed as recommended in the Westside Strategic Plan to respond to growing concerns from neighborhood residents about the appearance of their neighborhood, a high crime rate and the general decline of their community.  
      2.  Optimist Park Vision Plan  Staff requested that the Committee schedule time on City Council's February 25, 2002 agenda for public comment on the draft Optimist Park Neighborhood Plan.  Crime, poorly maintained housing, low educational levels and unemployment are some issues that demand attention and impact the quality of life in the Optimist Park neighborhood.  These issues also contribute to the neighborhood's status in the Charlotte Neighborhood Quality of Life Study as a "threatened neighborhood," and prompted the development of this neighborhood plan.
      3.  Update on General Development Policies - Staff reported on the General Development Policies (GDP) and asked the Committee to provide direction regarding the process and schedule based on stakeholder progress and input to date.  The purpose of the General Development Policies are to supplement the 2005 Generalized land Use Plan and the seven District Plans by providing policy direction and guidance on a variety of community-wide planning related issues.

     1.  Business Retention Strategy - The proposed strategy was presented and reviewed by the Committee.  Committee to make a recommendation to the full Council.  The business retention strategy outlines the approach the City can take to anticipate and respond to problems and opportunities which, if neglected, could result in a building expanding or relocating outside of the city.
     2.  Model Neighborhood Guidelines - Committee discussed the process and issues for the development of model neighborhood guidelines.

Wednesday, July 25, 2001 
     1.  West Morehead Plan Amendment - Discuss holding a meeting to receive public comments on the draft Morehead Corridor vision and Concept plan.
     2.  Neighborhood Assessment and Model Neighborhood Guidelines - Committee received information on a process to identify and assess the characteristics that define Charlotte's neighborhood tiers -- inner city (CWAC), mid city, and edge city -- and the qualities that define a model neighborhood within each tier.
     3.  Big Box Report - Committee discussed the Bid Box Report.  This report highlights the redevelopment of empty existing big boxes into productive economic use, and the prevention of other big boxes from becoming a blighting influence when current tenants leave.
     4.  Childcare Centers/Homes - Committee heard a presentation on the Childcare Centers/Homes Report, as well as several issues that will require Council and staff input.
     5.  Hidden Valley Neighborhood Plan - Committee reviewed the draft of the Hidden Valley Concept Plan.  The Committee was not asked to take any action on the plan at this time.

Tuesday, March 7, 2000 
    1.  Business Incubator:   Review options to proceed with the development of a business incubator on Charlotte's West side. City Council's Economic Development and City Within A City Focus Areas seek to encourage the location, retention and expansion of businesses in Charlotte's distressed urban business districts.  The development of a quality and cost effective incubator on the Westside is consistent with these goals.
Option 1:   City to engage a consultant to work with the West Charlotte Merchants Association to identify financial and management partners to submit a new proposal within the next 120 days to reorganize the current incubator and renovate the Rozzells Ferry Road site.
Option 2:   Consider proposal from the North Carolina Technological Development Authority   to establish a new incubator located on Freedom Drive.
Option 3:   Solicit requests for proposals to identify organizations to establish a new incubator on the Westside.
    2.  Eastside Strategy Plan: Briefing on Eastside Strategy Plan, no action requested.  The purpose of this plan is to address the challenge of retaining the exceptional quality of life in this area and to reignite citizen's interest by showcasing its many assets. 
The plan focuses on solidifying the eastside's position as an economically stable and ethnically diverse area.  Eleven corridors throughout the east have been identified.  The plan will update the land use and zoning, transportation and streetscape recommendations along these corridors.  The plan is not comprehensive in that it does not address issues such as human services, crime and safety, schools, environment, historic resources, etc.  These issues will be addressed in those areas that have been identified for further study.     1.  Northeast Area Plan - Review the Northeast Area Plan - Concept Plan.  The Northeast study area consists of approximately 5,312 acres and is located in the northeast portion of Mecklenburg County with a small portion located within the corporate limits of Charlotte.  The vision for the area is to create an economically viable and livable community with a balanced mixture of land uses - residential, civic, office, retail, parks and open space that provides a well planned, transit friendly and pedestrian oriented environment for those that live, work and play in the area.
     2.  West Morehead Area Plan - receive a briefing on the status of the W. Morehead Plan.

Tuesday, May 2, 2000
     1.  Center City 2010 Plan - The Committee will be asked to recommend to the full Council the adoption of the Center City 2010 Plan.
     2.  Briefing on May 2 Community meeting on Zoning Process - Debra Campbell, Planning Staff, and Bob Hagemann, City Attorney's Office, will review information that will be presented at the May 2 Community Workshop on the new Zoning Process.  The Committee will discuss this process and ask questions of the staff.

     1.  Northeast Area Plan - the Committee reviewed the staff's response to questions about the Northeast Area Plan voiced at a previous meeting.  Following discussion, they voted to recommend to the full City Council the approval of the adoption of the Plan Volume 1, (Concept Plan)
     2.  Westside Strategic Plan - the Committee voted to recommend to the full City Council the approval of the Concept Plan with revisions for the Westside Strategic Plan.

     1. Plan Amendment 00-02 to the South District Plan - An amendment to the South District Plan has been requested for the Providence Spring subdivision and for three parcels located between the subdivision and Providence Road.  Petitioners are requesting that the plan be amended to show single family at a density of 3 units per acre for the entire area.  Planning staff recommends amending the plan to show the base density of 3 units per acre.  In addition, they recommend that the plan be revised to indicate single family attached and/or townhouse development at 4 - 6 units per acre for the three parcels that front on Providence Road.
     2.  New Rezoning Process - The Committee will review the next steps in the development of a new rezoning process.  Upcoming events include: 
         - Third Community Workshop on June 22 
         - Meeting with Planning Commission on June 27 to review options 
         - Meeting with City Council on June 29 in preparation for the July 17 public hearing. 
         - Public Hearing on July 17 to adopt text on the new rezoning process.

    1.  Old Convention Center. Since the withdrawal of the Taubman contract to purchase the Old Convention Center, the City has an opportunity to re-assess management of this asset. It gives City Council a chance to decide on actions that will best accomplish its policy goals taking into consideration the changes that have occurred in the Center City since the property was originally placed on the market in 1995.
     2.  Extra Territorial Jurisdiction (ETJ). The NC legislature often allows cities or towns to regulate development activities in the area around the perimeter of the municipality. This area outside the municipal corporate limits is known as extra territorial jurisdiction. The ETJ process recognizes the long term need for an urban area to develop with a consistent set of standards and zoning decisions.

Tuesday, April 20, 1999 meeting of the Economic Development-Planning Committee held at 4 p.m. at the Charlotte-Mecklenburg Government Center
    1.  Old Convention Center. Continued discussion of the disposition of the Old Convention Center property. The recommended strategy is to initiate marketing of the property beginning January 2000 after 
       - analyzing current office market conditions,
       - reviewing 2010 Plan recommendations
       - studying possible public/private development options incorporating transit into development on the block through lease of air rights and other mechanisms
       - the State Legislature acts on City's request to give Council the ability to place conditions on the sale of City assets, and
       - reviewing the City's transit related needs
Other options are: sale for price only, resume marketing while completing studies.
    2.  Westside Strategic Plan. Presentation by staff to provide an overview of the plan recommendations, update the Committee on the adoption process and implementation activity.

    2.  Pedestrian Overlay District - Presentation by Laura Harmon, Planning, on the Pedestrian Overlay District.  The Committee unanimously approved filing a rezoning petition for a text amendment for the Pedestrian Overlay zoning District.
    3.  New Arena Process - Options - Presentation by Del Borgsdorf, deputy City Manager on the options for a new arena.  The Committee made a recommendation to the City Council of a process to develop an agreement with the Charlotte Hornets for a New Uptown Arena.  The item has been deferred, pending further discussion.

Wednesday, October 20, 1999 
     1.  Extraterritorial Jurisdiction (ETJ) - Revised schedule presented to Committee.  The Committee unanimously approved a revised implementation schedule to defer Council voting until November 22, 1999.
     2.  Convention Center Hotel Financing - Presentation by Tom Flynn and Jeff Sachs on a proposal of the Parking Management Agreement modifying the City's existing development with StarPoint.  The Committee approved recommending to City Council to approve the modifications to the Hotel Development and Funding Agreement.
     3.  2010 Development Briefing - Presentation by Planning Director Martin Cramton and Dan Thilo to review recommendations of Center City 2010 plan and Center City Operations Plan.  The Committee approved slowing down the process for the 2010 plan to allow more time for staff review.
     4. Next Meeting - A special meeting will be held Tuesday November 9, 1999 at 12 noon to vote on 2010 Plan recommendations and the New Arena process.   The regular meeting is scheduled for Tuesday, November 16, 1999.

    1.  SouthPark Area Plan - Garet Walsh, Planning,  provided an overview of the SouthPark Area Plan.  The study area is approximately 650 acres and includes the SouthPark Mall and the surrounding non-residential development, as well as some multi-family development.  The plan establishes a new vision for the study area to transition from a suburban shopping and business environment to a town center composed of a mixture of land uses offering a variety of transportation options.
    2.  Review Committee Work Program for 2000 - The following items are scheduled for the committee in upcoming months:  Arena, Westside Strategy Plan, SouthPark Area Plan, Old Convention Center, Economic Development Focus Area, Center City 2010 Plan, Northeast Area Plan, Eastside Strategy and the North Tryon Plan.
