     1.  Ordinance to regulate fees for non-consensual tows on private property
      Action: the committee will review the latest draft of the ordinance and determine whether they are ready to move forward to recommending adoption of the ordinance to the full Council.

     1.  Ordinance regulating fees for non-consensual tows on private property
      Action: 
the Committee will continue its discussion of a proposed ordinance to regulate the fees charged for non-consensual towing and booting on private property.  Staff will discuss the concerns expressed at the stakeholders meeting on October 30 along with the results of a survey of current fees changed for tows from private property.
     2.  Background checks on applicants for City Boards & Commissions
     Action:
 - the Committee is asked to make a recommendation on whether or not to expand the background checks for Boards and Commission applicants from a local to a statewide criminal history check.

    1. Community Safety Focus Area Changes
     Action:
Committee discussed the recommended changes to the Community Safety Focus Area.
    2. Safe City Goal
    Action:
A proposed Safe City Goal would have four primary areas of measurement: periodic community surveys, City Within A City Quality of Life Index, measuring impact/change in specific problem areas, and the FBI Reported Crime Rate Index (UCR).
    3. Police Department Disciplinary Philosophy
    Action:
The committee reviewed a draft of a disciplinary philosophy statement that will be used as a guide in decisions made on discipline in the Charlotte-Mecklenburg Police Department.

Agenda For: Wednesday, February 23, 2000 
     1. Construction Site Theft Project
      Action:
Captain Chuck Johnson of Charlotte-Mecklenburg Police made a presentation on the problem of theft of appliances from construction sites. Officers in Charlie One District are working with building to get them to voluntarily delay installing appliances in new residences until closing. After a six-month trial, the Police Department will evaluate the success in solving what has become a significant problem. The Council Committee endorsed this project.
     2. Sexually Oriented Business Ordinance
     Action:
Asst. City Attorney Bob Hagermann presented a brief overview of the ordinance that required sexually oriented businesses to be licensed by January 15, 2000.
     3. Funeral Escorts 
     Action:  Deputy Chief Bob Shurmeier provided an update on the issue of funeral escorts. After discussions with funeral directors and the Sheriff's Department, Sheriff Pendergraph has indicated a willingness for his department to look at providing this service. This issue will come back to the full Council in the form of an agreement between the City and the Sheriff's Department.
     4. Anti Graffiti Program
     Action:
Walter Abernethy and Dawn Hilton of the City's Solid Waste Services Department presented an update on the Graffiti Removal Program. The graffiti hotline has received more than 500 calls since it began. In 95% of the cases the graffiti has been removed within 24 to 48 hours of the report. Captain Terry Sult of the Charlotte-Mecklenburg Police discussed the increase in gang related graffiti. He stressed the partnership between the Police Department and the Graffiti Removal Program as a quick way to address gang problems.

     1. Proposed Passenger Vehicle for Hire Ordinance
      Action: 
The Committee was asked to review and approve the final "Passenger Vehicle for Hire" ordinance and approve the first year transition plan. The revised ordinance will regulate all passenger vehicles for hire (as opposed to just metered cabs) and will require operating certificates, vehicle operating permits and driver or chauffeur permits. The ordinance also establishes specific incentives to cab companies to provide accessible vehicles to serve the needs of the disabled. The plan was endorsed and will be sent to full Council for their approval.

       Action:
Committee members will hear Police Chief Stevens rationale for the Dance Hall Ordinance. They they will review the responses of the concerned stakeholders and discuss options for changes to the proposed ordinance.

Agenda For: Thursday, January 7, 1999 
   1. Review and discuss the proposed Legislative package:
       - New laws given peer counselors a privilege from testifying the court 
       - Amend GS 151-401(e)(1) to allow an officer to force entry into private premises if the officer has a copy of the warrant or order for the arrest for a person; or has knowledge that a warrant or order for arrest has been issued and has not been executed. 
       - Prohibit automobile registration for non-payment of fines 
       - Electronic traffic monitoring 
       - Increase of SafeLight penalties 
       - Traffic citation penalties

       Action:
Council will hear a report from the Parole Accountability Committee for the year 1998.
      2. Arrest Warrant
       Aciton:
Council will discuss the arrest warrant legislative agenda item. This item will help clarify when a law-enforcement officer may enter private premises or a vehicle to affect an arrest.
      3. Drug Paraphernalia
      Action:
Committee members will discuss the suggested ordinance to regulate the sale of drug paraphernalia by retail establishments within the City.

       Action:
Staff will provide status of the progress on the changes to the City's taxicab ordinance. Pending additional comments from stakeholders, a proposed ordinance is expected to be presented to the Committee in July or August for review and recommendation to the full Council.

      1. Neighborhood Action Plan
       Action:
Committee to receive a status report on the Neighborhood Action Plan Process. Beginning in October two neighborhoods, Grier Heights and Wingate will receive two full-time action teams as a pilot program to test the implementation of the Action Plans. Each team will be expected to implement the targets as outlined in the Neighborhood Action Plan, maximize resources and expertise available to the neighborhood and expand the neighborhoods area of influence within the overall community through enhanced communications.
      2. Framework for a Safer City
      Action:
Police Chief Darrell Stephens will present a framework for the City's priority to be the safest city of our size in the country. In addition to the presentation, Chief Stephens will provide an overview of his experiences and knowledge in measuring impacts in policing and how it relates to the City';s priority of a safer city.
      3. Proposed Animal Waste Ordinance Amendment
      Action:
Staff will present a proposal to the Committee which would require dog owners to clean up after their pets.
      4. Proposed Animal Cycle Billing Amendment
      Action:
 Staff will present a proposal to the Committee which would allow the City to issue animal licenses that are valid for one year from date of purchase instead of having all licenses expire on June 30 of each year. If approved, this amendment would take place January 2000.
