Action: The Police Department will present an overview of the proposed provisions for a Rental property ordinance. CMPD will also discuss the specific concerns that have been expressed by stakeholders during three meetings to discuss the proposed ordinance.

Action: Members of the Community Safety Committee toured the CMPD Crime Lab on October 10. City staff will provide a review of Crime Lab practices and procedures related to property crimes.
3. Legislative Discussion

Action: Review of potential Federal and State legislative initiatives worth of consideration for 2009. items will be presented to the government Affairs Committee at their November 3 meeting, and reviewed by full Council at their November 24 meeting.

1. Mobile Food Vendors:

Action: At the July 28 City Council meeting, a proposed text amendment affecting the operations of mobile food vendors was returned to the Community Safety Committee. Staff will outline the primary issues which include hours of operations, proximity to residential neighborhoods, crime, and quality of life concerns in an effort to address questions raised by Council. Staff is requesting recommendation from the Committee on Text Amendment Petition #2008-079, which modifies regulations for mobile food vendors and to forward to full Council for a decision.

Action: At the September 9 Council workshop, the subject of DNA evidence related to property crimes was referred to the Community Safety Committee. Over the next 30 days staff will evaluate current practices, research best practices and report back to the Committee at its regularly scheduled meeting in October.

1. Mobile Food Vendors

Action: At the May 19 Zoning meeting, a proposed text amendment affecting the operations of mobile food vendors was referred to Committee. Staff will outline the primary issues which include hours of operation, proximity to residential neighborhoods, crime and quality of life concerns. Staff will also report on the results of a meeting with the citizens who spoke on the amendment at the May 19 meeting. The committee will be asked to give staff direction on the next steps.

1. Hotel/Motel Ordinance

Action: The Committee approved sending the proposed hotel/motel ordinance to the full Council for a public hearing and approval on January 14. The Asian-American Hotel Owners Association (AAHOA) has raised some concerns regarding the ordinance; staff will discuss those concerns with the Committee, as well as the version of the proposed ordinance to be presented at the public hearing.
