     1.  Passenger Vehicle for Hire Ordinance

     Action: The Committee will receive staff's recommendation modifying the ordinance based on the feedback from the stakeholders' meetings.

    1.  Passenger Vehicle for Hire Ordinance (Information Only)

     Action: The Committee will receive an update from the Stakeholders meeting on the Passenger Vehicle for Hire Ordinance.
     2.  False Alarm Ordinance (Information Only)
     Staff Resource: Deputy Chief Gerald Sennett, Captain Teresa McNally.   
     Action: Council referred the False Alarm Ordinance to the Community Safety Committee. The Committee will receive a report on the history, effectiveness, and challenges facing the Ordinance.

Agenda For: Thursday, March 23, 2005 
1.  MEDIC presentation (information only)
     Staff Resources:  Keith Parker, Chief Luther Fincher
     Action:  Community Safety Committee and the Medical Control Board (MCB) have received presentations from Chief Luther Fincher regarding the possibility of increasing the services firefighters can provide as first responders.  Dr. Tom Blackwell, executive director of the Medical Control Board, will provide information about MEDIC's services.
     2.  Passenger Vehicle for Hire Ordinance
     Staff Resources:  Joe Vanderlip, John Joye
     Action:  The Committee will receive a presentation on significant issues regarding the Passenger Vehicle for Hire Ordinance.

Agenda For: Monday, January 27, 2005
     1.  Community Safety Targets for Action
     Staff Resources: Keith Parker, Darrellyn Kiser
      Action: Under separate cover Council received the compilation of the notes from Lyle Sumek's conversation with the Mayor and Council members.  Each committee will be asked to prioritize the Targets for Action in 2005 relative to each focus area.  Each committee's recommended prioritization will be incorporated into the February retreat materials.
     2.  Prostitution Free Zone
     Staff Resource: John Diggs
     Action:  The Council referred the proposal for a "Prostitution Free Zone" to the Committee at the November workshop.  Staff will reintroduce the proposal and the Committee will have an opportunity to discuss it and ask questions.

Agenda For: Monday, January 13, 2005
    1.  Focus Area Plan 
     Staff Resource: Keith Parker, Chief Darrel Stephens, Darrellyn Kiser. 
     Action:  Staff will present the draft Focus Area Plan for Community Safety, including draft initiatives, measures, targets and trend data.  The draft plan will be discussed by the full Council at the February retreat.
      2.  First Responders
      Staff Resource:  Chief Luther Fincher. 
      Action: Staff will represent overview of the current practices of Charlotte Fire Department and other first responders in regards to the provision of certain services.  The presentation will focus on the history of the existing roles and impact of increasing the services offered by CFD.
      3.  Jiggler Keys
      Staff Resource: Sgt. Brenda Jones, Major Kevin Wittman
      Action: The Committee will receive a presentation on the use of Jiggler (aka Master) Keys for illegal activities.  The Committee will review possible legislative actions that would limit the possession of Jiggler keys and similar devices.
