1. Dangerous Dogs
Staff Resource: Tammy Williams, John Joye
Action: Staff will present an overview of current strategies to deal with "dangerous dogs" and propose minor changes to enhance enforcement. 1) A proposed change in the number of dogs allowed to be kept outside without a permit. 2) A proposed new "late" penalty for failure to pay animal control citations; and 3) The proposed addition of mandatory spay/ neuter to the preventative measures that animal control is authorized to require.
Two related topics were also referred to committee at the request of Council: 1) Review of dog bite statistics by geographic area. 2) Review of ways the City could more effectively address the possession of dangerous dogs by convicted felons.
Action: The Committee is asked to make a recommendation to Council on the dangerous dog ordinance changes.
2. Prostitution Free Zones
Staff Resource: John Diggs
Action: The Council referred the proposal for a "Prostitution Free Zone" to the Committee at the November workshop. Staff will reintroduce the proposal and the Committee will have an opportunity to discuss it and ask questions.

1. Fencing Requirements for Carnivals
Staff Resource: Bruce McDonald
Action: On Oct. 11, 2004 City Council adopted an ordinance to regulate the operation of carnivals. Council referred the matter of fencing requirements to Committee. The Committee is asked to consider an amendment to the carnival ordinance providing that perimeter fencing may be required as a condition for issuing a carnival permit.
2. November 18 Community Policing Retreat (Staff Resource: Chief Darrel Stephens) The Committee will receive information on the Police Department's November 18-19 retreat. The purpose of the retreat is to talk about the steps needed to advance community policing in Charlotte.
