Electronic Monitoring Unit

CMPD has partnered with the Mecklenburg County District Attorneys Office, the NC Division of Community Corrections, and the court system to develop two court-ordered programs designed to reduce violent crime and help prevent recidivism. CMPD's Electronic Monitoring Unit in the Special Operations Division oversees both programs.

Electronic Monitoring Program
Electronic monitoring may be imposed as a condition of court-ordered pre-trial release or as part of a sentence upon conviction for criminals who are high risks to community safety. The types of crime most frequently targeted include robbery, auto theft, burglary and felony assault, and offenders are given territorial restrictions and curfews.

CMPD uses electronic monitoring as a means to ensure adherence. CMPD believes that the application of this technology, coupled with an effort to overlay offender location data with crime incident data, will both deter recidivism and enable CMPD to better identify those choosing to continue engaging in criminal behavior.

Dusk 2 Dawn Curfew Project
Dusk 2 Dawn is a robbery prevention program aimed specifically at offenders between the ages of 16 and 21. Offenders are  court-ordered to stay at home between curfew hours until their case is resolved by the courts. Division patrol officers have this information for offenders in their area and routinely  visit the offender at home during curfew hours to verify compliance. Offenders who fail to comply are subject to having their bond revoked and sent back to jail.

The Offender Mapping gives our unit the current locations of all electronically-monitored offenders. This helps to determine the offender's location and vicinity to crime hotspots or active crime scenes. With our current mapping of the offenders on Electronic Monitoring and the Dusk 2 Dawn program, we can overlay that information on crime hotspot or active crime maps to make the necessary connections.
