The last redistricting was in 2000. Redistricting equalizes workloads among the patrol divisions, balances the division's span of control, takes into account population growth and provides more equitable service to the entire community.
Prior to Redistricting:
- Workloads, as defined by calls for service, were no longer balanced among the 12 divisions; the range between highest and lowest workload volume was 12.3% to 5.1% (see chart).
- Staffing levels were extremely unequal -- the number of officers assigned to each division ranged from a low of 75 to a high of 112.
- The disparity in span of control raised management issues in those divisions with large numbers of officers.
- The department's jurisdiction had experienced considerable growth since 2000. Redistricting addresses that growth, and considers the impact of future growth on the department's configuration and current division offices.
What is Service Time? Service time represents the total amount of officer time required to handle all citizen-initiated calls for service in each patrol division, from the time the first officer is dispatched until the time the last officer leaves the scene.
Service time is an important factor in balancing the workload for all of the patrol divisions. (see chart)
