CMPD Deputy Chiefs

Five deputy chiefs provide leadership to the Charlotte-Mecklenburg Police Department in key service areas. They are:

Deputy Chief David Graham joined the Charlotte-Mecklenburg Police Department in 1981 and was promoted to his current rank in 2007. As the Deputy Chief for the Investigative Services Group, he oversees Homicide, Robbery, Vice and Narcotics, Gang and Firearam Enforcement, Criminal Intelligence, Organized Crime Investigations, Auto Theft, Arson, Financial Crimes and Missing Persons.
Chief Graham holds a B.S. in Law Enforcement and Administration (1976) and M.S. in Criminal Justice (1997) from the University of North Carolina at Charlotte. He attended the Department of Defense Polygraph Institute in 1991 and the Senior Management Institute for Police in 2005.
After assignments in Patrol and Criminal Intelligence as a police officer, he was promoted to Sergeant in 1993. He served as a Sergeant in the District Attorney's Office, Adam One and Internal Affairs before being promoted to Captain in 2000, when he was assigned to Baker One. Upon his promotion to Major in 2003, he supervised the East Service Area.
Deputy Chief Graham received the Police Community Relations Award in 2007 and 1989; the United Way of Central Carolinas Spirit of North Carolina Award in 2003; the Chief's Award for Excellence in Policing in 2002, and; the Hornets Nest Park Optimist Club Community Service Award in 1988. Major John Diggs is the commander of the Special Investigations Bureau and, Major Cameron (Cam) Selvey, the Criminal Investigations Bureau,

Deputy Chief Ken Miller, who joined the Charlotte-Mecklenburg Police Department in 1989, was promoted to his current rank in November 2006. As the Deputy Chief for the Administrative Services Group, he oversees the Training Bureau, the Adminstrative Services Bureau ,the Planning and Research Division and the Computer Technology Solutions Division.
Deputy Chief Miller is a graduate of East Tennessee State University with a B.S. in Criminal Justice and Political Science. Deputy Chief Miller also earned a Master of Public Administration degree from UNC-Charlotte. In addition, he is a graduate of the Senior Management Institute for Police, the Federal Bureau of Investigation National Academy and Leadership Charlotte.
After assignments in Patrol and Planning and Research as a police officer,he was promoted to Sergeant in 1995 and to Captain in 1999, where he supervised a patrol division before moving on to supervise the Internal Affairs Bureau. Upon his promotion to Major in 2005, he oversaw two Field Operations patrol divisions. Since 1996, Deputy Chief Miller has led and managed a variety of technology initiatives, including the implementation of a complex mobile data network, Internal Affairs case management system, early intervention system and problem solving system.
Deputy Chief Miller spends considerable time serving the community through involvement with various civic organizations. He sits on the Board of Directors of the Charlotte-Metro Credit Union and is an active member of the Charlotte North Rotary Club. He has also served on the boards of the Freedom Park Neighborhood Association and The Uptown Shelter. In addition, Deputy Chief Miller is a member of the following law enforcement associations: Police Executive Research Forum (PERF), FBI National Academy Associates, NC Police Executives and the International Association of Chiefs of Police (IACP).
Major Sherie Pearsall is the commander of the Training Bureau, and as such, she is responsible for recruiting, recruit training and in-service training at the Police Training Academy.
Major Eddie Levins is the commander of the Administrtive Services Bureau which includes Communications, Records and Court Services.

Deputy Chief Kerr Putney joined the Charlotte-Mecklenburg Police Department as a member of the 109th recruit class in 1992. He was promoted to his current rank in 2007.
As the Deputy Chief for Field Services Group - North, he oversees the Northeast Service Area (Eastway, Universtity City and North Tryon Divisions) and the Northwest Service Area (Metro, Freedom, North and Airport Law Enforcement. Divisions. ludes the North, University City, Eastway, North Tryon).
Deputy Chief Putney graduated with a B.S. in Criminal Justice from the University of North Carolina at Charlotte and earned a Master's in Criminal Justice from East Carolina University.
After assignments in Patrol and the Training Academy, he was promoted to Sergeant in October 1999 and to Captain in 2003. He was commander of the Hickory Grove Patrol Division and then commander of the new Street Crimes Task Force before being promoted to Major in 2006. After his promotion to Deputy Chief, he oversaw the Central Service Area and the West Service Area. He has served as SWAT Team commander, was instrumental in developing and continues to co-coordinate CMPD's Police Training Officer Program and is an instructor in the Captain and Sergeant Career Path.
Deputy Chief Putney is a 2004 graduate of the FBI National Academy and a 2006 graduate of the U.S. Secret Service Dignitary Protection School.
Major Diego Anselmo commands the Northeast Service Area, and Major Katrina Graue commands the Northwest Service Area.

Deputy Chief Harold Medlock initially joined CMPD in 1979 with the 64th Recruit Class and, after a brief stint in the private sector, he joined again with the 111th Recruit Class in 1993. He was promoted to his current rank in November 2008. As the Deputy Chief for the Field Services Group - South, he oversees the Southeast Service Area (Providence, South, Hickory Grove and Independence Divisions) and the Southwest Service Area (Central, Westover and Steele Creek Divisions.) Also in the group are the Watch Commander, Special Events, and specialized units - Transit, Motorcycles, Passenger for Hire, Secondary Employment and Honor Guard.
Deputy Chief Medlock is a graduate of Pfeiffer University where he earned both a B.A. in Criminal Justice and a Masters in Business Administration. In addition, he is a graduate of the Federal Bureau of Investigation National Academy, the Senior Management Institute for Police and Leadership Charlotte.
After assignments in Patrol and Strategic Planning and Analysis as a police officer, he was promoted to Sergeant in 1997 and to Captain in 2002. As a Captain he served as the commander of the Training Academy and then of the Eastway Patrol Division. Since 2006 when he was appointed a Major, he served in both the Central Service Area and the Criminal Investigations Bureau.
During his career, Deputy Chief Medlock has been a SWAT Team Negotiator and a Civil Emergency Unit commander, and he currently is a Trustee of the CMPD Benevolent Fund. He is also active in police professional organizations, holding seats on the executive boards of the N.C. Police Executives Association and the Carolinas Institute for Community Policing.
Major Andy Leonard commands the Southeast Service Area; Major Doug Gallant, the Southwest Service Area; and Major Chuck Johnson, the Watch Commander and Special Events.

Deputy Chief Ruth A. Story joined the Charlotte-Mecklenburg Police Department in May 1985. She was promoted to her current rank in November 2008.
As the Deputy Chief for the Support Services Group, she oversees the Special Operations Bureau, the Lab and Evidence Bureau and the Community Services Bureau. These bureaus include the Violent Criminal Apprehension Team, SWAT, Civil Emergency Unit, Canine, Aviation, Bomb Squad, Electronic Monitoring, ALERT, Crime Scene Search and the Crime Lab. She also oversees the Property and Evidence Division, Animal Care and Control, Crime Prevention, Volunteers, Chaplains and several community outreach programs.
Deputy Chief Story holds a B.S. in Criminal Justice from the University of North Carolina at Charlotte which she received in May 1983. She is also a graduate of the Senior Management Institute for Police (1999) and Leadership Charlotte (2000).
After assignments in Patrol and Investigations as an officer, Deputy Chief Story was promoted to Sergeant in 1992. She served as a Sergeant in several patrol divisions, Research and Analysis and Internal Affairs. She was promoted to Captain and assigned as the Training Director at the Police Academy in 1999. She managed the design and construction of the joint Charlotte Police and Fire Training Academy which was completed in 2002. This state of the art facility now serves as a model for other training academies across the country and is utilized as a training facility for many of our regional partners. Deputy Chief Story then served as the Division Commander of the South Division until her promotion to Major in 2004. Her assignments as a Major included the Central Service Area and the South Service Area of Field Operations.
Deputy Chief Story has received the Police Community Relations Award and is member of the Police Executive Research Forum and the International Association of Chiefs of Police.
Major Dale Greene is the commander of the Special Operations Bureua: Major Rick Williams, the Lab and Evidence Bureau, and Major Vicki Foster, the Community Services Bureau.
