CMPD Deputy Chiefs

Four deputy chiefs provide leadership to the Charlotte-Mecklenburg Police Department in key service areas.  They are:
Deputy Chief David Graham - Investigative Services Group
- Deputy Chief Jerry Sennett - Field Services Group
- Deputy Chief Ken Miller - Administrative Services Group
- Deputy Chief Kerr Putney - Support Services Group


 

Deputy Chief David Graham joined the CMPD in 1981 and was promoted to his current rank in 2007.  As the Deputy Chief for the Investigative Services Group, he oversees such divisions as: Homicide/Missing Persons, Vice and Narcotics, Criminal Intelligence, Organized Crime Investigations, Burglary, Auto Theft, Arson, Fraud and Robbery/Sexual Assault. 

Chief Graham holds a B.S. in Law Enforcement and Administration (1976) and M.S. in Criminal Justice (1997) from the University of North Carolina at Charlotte. He attended the Department of Defense Polygraph Institute in 1991 and the Senior Management Institute for Police in 2005.

After assignments in Patrol Criminal Intelligence as a police officer, Deputy Chief Graham was promoted to Sergeant in 1993.  He served as a Sergeant in the District Attorney's Office, Adam One and Internal Affairs before being promoted to Captain in 2000, when he was assigned to  Baker One. Upon his promotion to Major in 2003, he supervised the East Service Area.

Deputy Chief Graham received the Police Community Relations Award in 2007 and 1989; the United Way of Central Carolinas Spirit of North Carolina Award in 2003; the Chief's Award for Excellence in Policing in 2002, and; the Hornets Nest Park Optimist Club Community Service Award in 1988.

Deputy Chief Jerry Sennett, who joined the CMPD in 1979, was promoted to his current rank in 2004.  As the Deputy Chief for the Field Services Group, he oversees several different divisions including Crime Prevention, School Resource Officers and the Chaplains.  In addition, he oversees the Service Area Majors, who in turn supervise such specialized units as the Transit Policing Unit, Special Events, Secondary Employment and Charlotte Douglas International Airport Law Enforcement.

Deputy Chief Sennett is a graduate of UNC-Charlotte with a B.S. in Criminal Justice, as well as Pfeiffer University with a Masters Degree in Organizational Management.  In addition, he is a graduate of the Federal Bureau of Investigation National Academy, the Senior Management Institute for Police and the Secret Service Dignitary Protection program.  Deputy Chief Sennett is also a certified law enforcement instructor for the State of North Carolina

After assignments in Patrol and Vice and Narcotics as a police officer, Deputy Chief Sennett was promoted to Sergeant in 1991.  His time spent as the Recruit Training Commandant at the CMPD Training Academy highlighted Deputy Chief Sennett's career as a Sergeant.  Deputy Chief Sennett was promoted to Captain in 1997 and to Major in 2001, where he supervised the Central Service Area.

Deputy Chief Sennett spends considerable time serving the community through involvement with various civic organizations.  He is a board member with Charlotte Civic Partners, Mecklenburg Health Association of Central Carolinas, Police Athletic league and the Executive Sponsor of the Special Olympics fundraising efforts for the CMPD.  An avid golfer, Deputy Chief Sennett serves as the Security Director for the PGA's Wachovia Championship.  In addition, Deputy Chief Sennett is a member of the following law enforcement associations: NC Association of Chief's of Police, Police Executive Research Forum (PERF), Police Executives, NC Chapter of the FBI National Academy Associates and the International Association of Chiefs of Police (IACP).

Deputy Chief Ken Miller, who joined the CMPD in 1989, was promoted to his current rank in November 2006.  As the Deputy Chief for the Administrative Services Group, he oversees a variety of divisions, including Fiscal Affairs, Human Resources, Computer Technology Solutions, Research, Planning and Analysis, Property and Evidence, Recruiting and Training. 

Deputy Chief Miller is a graduate of East Tennessee State University with a B.S. in Criminal Justice and Political Science.  Deputy Chief Miller also obtained a Master of Public Administration degree from UNC-Charlotte.  In addition, he is a graduate of the Senior Management Institute for Police, the Federal Bureau of Investigation National Academy and Leadership Charlotte.   

After assignments in Patrol and Planning and Research as a police officer, Deputy Chief Miller was promoted to Sergeant in 1995.  He was again promoted to Captain in 1999, where he supervised a patrol division before moving on to supervise the Internal Affairs Bureau.  Upon his promotion to Major in 2005, he oversaw Field Operations of two patrol divisions.  Since 1996, Deputy Chief Miller has led and managed a variety of technology initiatives, including the implementation of a complex mobile data network, Internal Affairs case management system, early intervention system and problem solving system. 

Deputy Chief Miller spends considerable time serving the community through involvement with various civic organizations.  He sits on the Board of Directors of the Charlotte-Metro Credit Union, and is an active member of the Charlotte North Rotary Club.  He has also served on the boards of the Freedom Park Neighborhood Association and The Uptown Shelter.  In addition, Deputy Chief Miller is a member of the following law enforcement associations: Police Executive Research Forum (PERF), FBI National Academy Associates, NC Police Executives and the International Association of Chiefs of Police (IACP).

Deputy Chief Kerr Putney joined the CMPD as a member of the 109th recruit class in 1992. He was promoted to his current rank in 2007.

As the Deputy Chief for Support Services, he oversees a number of different divisions including the Crime Lab, Communications, Cyber Crimes, Highway Interdiction and Traffic Safety, Street Crimes Division, SWAT, Canine, Civil Emergency Unit and the Aviation Unit. 

Deputy Chief Putney graduated with a B.S. in Criminal Justice from the University of North Carolina at Charlotte and earned a Master's in Criminal Justice from East Carolina University.

After assignments in Patrol and the Training Academy, Deputy Chief Putney was promoted to Sergeant Oct. 13, 1999 and to Captain in 2003. He was commander of the Hickory Grove Patrol Division and then Commander of the new Street Crimes Task Force before being promoted to Major in 2006. Deputy Chief Putney oversaw the Central Service Area and the West Service Area. He has served as SWAT Team commander, was instrumental in developing and continues to co-coordinate CMPD's Police Training Officer Program and is an instructor in the Captain and Sergeant Career Path.

Deputy Chief Putney is a 2004 graduate of the FBI National Academy and a 2006 graduate of the U.S. Secret Service Dignitary Protection School.
