Harvey Katowitz – Katowitz is a former Police Captain who retired in 1995 after 27 years of service with the New York City Police Department. Shortly after retiring he moved to Charlotte with his wife of 32 years, Carolyn, and his daughter, Kristen, (24). He also has two sons, Michael (29) who lives in Matthews, NC and Joseph (31) who lives in Pomona, CA. Katowitz graduated Summa Cum Laude with a BS degree from the New York Institute of Technology. He is on the Board of Directors of Cire Computer Productions Inc. and worked as a substitute teacher in the Charlotte Mecklenburg School System from 1998-2003. He is a volunteer Child Custody Advocate with the Children's Law Center of Charlotte and volunteers with the Charlotte-Mecklenburg Police Department at the South Division and on the Homicide Cold Case review team. He is the President/Security Chairperson for the Providence Plantation Homeowner's Association. He currently serves as the Chairperson for the Citizens Parole Accountability Committee.
Sandra Donaghy - currently serves as a member of the Citizens' Parole Accountability Committee.
Anthony J. Gargiulo - Tony was born and reared in Brooklyn NY. After completing active duty in the Air Force, he joined IBM as a Field Engineer. In 1980, he accepted a position with IBM's Product Development Service Planning Group in Charlotte. In1993, his daughter Joanne was brutally murdered in her home by an ex-boyfriend, who is currently serving a life sentence. Tony retired from IBM in 1997 and is working part-time as a Project Manager for a national account. A 25-year member of the Knights of Columbus, he volunteers regularly at the Men's Homeless Shelter, annually for Special Olympics, as well as for many other fund-raising and charitable endeavors of the Knights. Tony believes parole eligibility for violent offenders comes much too early, endangering our citizens. He feels that some, if not most, murderers and rapists should never be released
Willis Toms - Currently serves as a member of the Citizens' Parole Accountability Committee.
Betty Lynn Lambert – A native North Carolinian, she graduated from Greensboro College with a Bachelor of Arts Degree and taught elementary school in North Carolina, Florida, Virginia and South Carolina. She is a long time volunteer with the Girl Scout organization where she currently serves as a National Governance Communication Volunteer. She was a member of the of Girl Scouts Hornets' Nest Council board of directors from 1993-2001, and served as the council president from 1993-2000. She and her husband are elders at her church and she presently is a member of the Committee of Ministry with the Charlotte Presbytery. She is a graduate of the Charlotte Mecklenburg Citizens Police Academy. She believes serving on this committee helps make our community a safer place for children to grow. She is a member of the Citizens' Parole Accountability Committee.
Randall Scott Miller - currently serves as a member of the Citizens' Parole Accountability Committee.
Diane E. Judson – She is the Senior Account Manager for commercial accounts at Palmer & Cay of North Carolina, Inc., a regional Insurance Brokerage firm. She is married to Rick Judson, CEO of United Subcontractors, Inc. and they are members of the Myers Park Baptist Church. In 1991, Diane was a victim of a violent crime. After being victimized, she spoke at various meeting in conjunction with the Charlotte Mecklenburg Police Department Crime Prevention Division attempting to heighten awareness of the impact violent and random crime has on the individual victim and the community. Serving as a member of the Citizens'' Parole Accountability Committee, she believes absolutely that offenders should serve the maximum time that the law allows for their crime.
Norris Anderson - Currently serves as a member of the Citizens' Parole Accountability Committee.
Dwight Bell – Born in West Virginia and raised in South Carolina, Bell is currently employed with Hewitt Associates, LLC in the Supplier Risk Management Group. Hewitt is a leading HRO/BPO Outsourcing company with a major hub in Charlotte. Upon completing studies at Wofford College, in Spartanburg, SC in 1965, he entered the US Navy where he served in special operations and completed his ten year tour as an internal Management consultant with the Navy's Human Resource Management Center in Norfolk Virginia. Bell is a Vietnam veteran. Upon leaving the Navy, he and his family moved back to South Carolina where he accepted a position with Daniel Construction Company as a Project Manager. In subsequent years he has worked as a Management Consultant for Anthony B. Cassedy and Associates in CT and Field Service Manager for Digital Equipment Corporation in Boston. In 1998 he and his wife Karol relocated to Charlotte. He and Karol are the parents of a blended family consisting of three adult children and six grandchildren. He enjoys spending time with his wife, children and grandchildren, saltwater cruising and fishing on his SeaFox, volunteering with the CMPD, and working as an advocate to stop domestic violence. As members of Joy Christian Fellowship, he and Karol are involved in ministry, youth groups, and adult fellowship groups. As well as holding the position of Chairman for his Neighborhood Watch, Bell is a graduate of the Charlotte-Mecklenburg Police Department Citizens' Academy, the Charlotte-Mecklenburg Police Citizens' On Patrol (COP) training and is currently a volunteer with the CMPD Domestic Violence Unit and the CMPD North Division Citizens' On Patrol Unit. Serving as a city council appointed member of the Citizens' Parole Accountability Committee, Bell believes sentences, for domestic violence crimes against women, fall woefully short when put into the context of sentencing for other crimes of a much less serious nature.
Detective Christy L. Williams and Detective Mark A. Shelton.
Detectives Shelton and Williams are assigned to the Mecklenburg County District Attorney's Office Liaison unit. Together they review cases of inmates who were convicted in Mecklenburg County and are eligible for early release from the North Carolina Department of Corrections. Detective Shelton has been with the Charlotte Mecklenburg Police Department for 12 years and Detective Williams has been with the department for 19.
