In 1994, Charlotte City Council and the Charlotte-Mecklenburg Police Department adopted a five year Community Safety Plan. This plan was designed to best utilize its resources to reduce crime while increasing safety in our community. Part of this plan is to affect the review process of the North Carolina Parole Commission and prevent violent or career criminals from obtaining early parole. City Council established the Citizens Parole Accountability Committee (CPAC) to evaluate the cases of inmates under consideration for parole and to impact the process when appropriate.
