Southeast Corridor Draft Environmental Impact Statement Refined Goals and Objectives
Land-Use Goal
- Coordinate land use, transportation and design to support the transition to a more compact, pedestrian-oriented, urban community.
Land-Use Objectives
- Locate stations to sustain existing neighborhoods and maximize development and redevelopment opportunities.
- Create mixed-use centers to complement the corridor’s established neighborhoods and provide a strong “sense of place” for the community.
- Promote quality redevelopment of older commercial areas to create transit oriented, mixed-use activity centers.
- Support the development of a mixture of well designed and well integrated, higher intensity uses within station areas, including residential, office, service-oriented retail and civic uses. Such a mix of land uses increases the attractiveness of the area and reduces dependence on automobiles for all trips.
- Use urban design to enhance the community identity of station areas and to make them attractive, safe and convenient places.
- Promote new development and redevelopment that complements and enhances key destinations and special event attractions such as Central Piedmont Community College Levine campus, Presbyterian Hospital, Ovens Auditorium, Cricket Arena, and the Charlotte Merchandise Mart.
- Support existing and future development opportunities by designing the project to maximize developable land and maintain or improve vehicular access to businesses along the corridor.
Mobility Goal
- Improve access and mobility in the corridor and throughout the region.
Mobility Objectives
- Enhance the existing transportation network to promote good walking, bicycle and transit connections.
- Provide a transit system that is a competitive alternative to driving an automobile.
- Minimize future vehicular congestion by increasing the capacity of the transportation network to move people in and through the corridor.
- Provide convenient and accessible transit service.
- Create safe connections across Independence Boulevard to diminish barriers between neighborhoods and to improve connectivity.
- Improve transit service to key destinations and special event attractions such as Central Piedmont Community College Levine campus, Presbyterian Hospital, Ovens Auditorium, Cricket Arena, and the Charlotte Merchandise Mart.

- Preserve and protect the environment.

- Minimize impacts to communities, natural resources and cultural resources.
- Create positive visual impacts through good design and quality redevelopment.

- Provide effective and efficient transportation solutions.

- Maximize cost-effectiveness and operating efficiency.
- Attract federal and state funds to facilitate implementation.
- Maximize opportunities to leverage other funding sources.
System Integration Goal
- Develop alignment and technology solutions that not only meet corridor goals and objectives, but also further the development of an integrated regional transportation system.
System Integration Objectives
- Create a system that can expand to meet growing demands.
- Provide easy connections to other corridors and transit options to create a seamless transportation system.
- Serve regional trips as well as trips within the corridor.
Safety Goal
- Improve safety for all modes in the corridor.
Safety Objectives
- Reduce the potential for vehicular accidents by improving design at high accident locations.
- Provide sidewalks, crosswalks, bicycle lanes and other improvements to enhance safety for pedestrians and bicyclists
- Improve safety for pedestrians crossing Independence Boulevard and accessing transit stations.
