In 2000 the City of Charlotte approved the formation of the Charlotte-Mecklenburg Public Access Corporation (CMPAC) which operates TVAccess21. The mission of the CMPAC is "to provide facilities and education that welcome and accommodate individuals to create and submit programming that expresses diverse opinions, talents, activities and interests in the Charlotte metropolitan area through non-commercial open access television."

Since offering the first telecourse for college credit over cable TV in Charlotte in 1977, CPCC TV has been recognized for excellence in its innovative, comprehensive use of cable TV for providing education and information. CPCC TV offers for-credit instructional programming in college transfer and vocational education, Adult Basic Education (ABE), English as a Second Language (ESL) and workplace preparedness. Community service programming includes civics education, legal and consumer affairs, as well as performing and visual arts. CPCC TV has also been a pioneer in bringing international programming to Charlotte, providing world news and international business and cultural programs in 3 languages on a daily basis through its affiliation with Deutsche Welle TV. Currently, CPCC TV educational access programming is on the following cable channels:
UNC Charlotte Cable Television began broadcasting in August of 1996. The facilities include a fully equipped television studio, two non-linear post production suites, field production capabilities, and a fully automated master control system. In addition, satellite reception services are available for educational, public affairs, and athletic programming. A full range of video production and post-production services are also provided to University clients. Training and informational videos, taped lectures and events, promotional and documentary videos are just a few examples of the media capable of being produced for the UNC Charlotte community. Satellite C and Ku band, and digital signal reception services are provided for education seminars and informational programs broadcast via satellite. Satellite reception is available in both classroom-studios and can be integrated with NC-REN and NCIH.
