Cable TV Regulation

The City of Charlotte's Office of Cable & Franchise Management  (CATV Office) regulates the operations of the cable television companies for both the City of Charlotte and Mecklenburg County.

The City and County establish regulatory requirements for cable television operations in the terms of the cable television "Franchise Agreements" and cable communications regulatory ordinances.   These agreements represent contracts between the cable operator and the governing agency.  They incorporate the requirements of federal, state and local laws and set the cable operator's standards for customer service, technical and business operation performance.

The CATV Office, acting under the direction of the City and County managers, administers these agreements on behalf of both the City Council and the Board of County Commissioners.  The CATV Office currently utilizes the following Franchise Agreements in administering their regulatory responsibilities:
