(A summary of decisions made by the Mecklenburg Board of County Commissioners:)
PROCLAMATIONS AND RECOGNITIONS:
The Board adopted the following recognitions and proclamation:
- Sickle Cell Awareness Month
- Recognition of the 2007 United States Amateur Track and Field National Junior Olympics
PUBLIC APPEARANCES:
The following people addressed the board about issues of interest:
- Martin Davis spoke about homosexuality
- Maxine Eaves spoke about the naming of a new park on the east side
APPOINTMENTS:
The Board made the following appointments:
- Barbara Blakeney, Larry Blakeney, Dora Daniel, Betty Forehand, Cheryl Grice, Claire Lawrence, Peco McKoy, Claudia Moses, Joanne Nagem, Michael Nagem, Dicie Neal, Sheila Singleton and Patricia Wilson were appointed to the Nursing Home Advisory Committee
- Emma Allen and Rev. Doctor Dwayne Walker were appointed to the Planning Commission
- Allison Warren was appointed to the Waste Management Advisory Board
BOND REFERENDUM PUBLIC HEARING:
The Board held public hearings and finalized the bond orders to place three bond referenda on the November 6 ballot. The proposed referenda are:
- $516 million for CMS
- $30 million for CPCC
- $35.6 million for land
These steps have finalized the authorization process for a November 6, 2007 referendum. If approved in November, a portion of the funding will be included in the January 2008 bond sale.
HAL MARSHALL CENTER SALE:
The Board authorized the County Manager to negotiate and execute a purchase agreement with BB&D Investments Group, to acquire 11.7 acres of County property at North College Street, known as the Hal Marshall Services Center, $40.6 million. This amount was the highest bid and meets the conditions for the sale including:
- County may continue to use the property rent-free for up to two and one-half years after closing (to allow time to complete the renovation of the Freedom Mall Property in order to relocate staff from the subject property);
- New owner will be responsible for paying property taxes after closing (County will be responsible for utilities and maintenance during its occupancy).
The Hal Marshall Center houses services of the County’s Land Use and Environmental Services Agency, Community Support Services, IST Department, and Health Department.
NACo AWARDS:
The Board recognized several Mecklenburg County services and employees for receiving 2007 NACo Achievement Awards. NACo is the acronym for the National Association of Counties. The NACo Achievement Awards recognize counties for improving the management of and services provided by county government. Mecklenburg County departments and service areas recognized were:
- Fit City for Fit Families - Kristen Shaben
- Fit City Worksite Wellness Program - Diane Thomas/Julie Jackman
- Economic Development GIS System - Todd Wilson
- Smokeless Does Not Equal Harmless, Youth Baseball League Initiative - Joy Beck
- Healthy Carolinians Healthy Literacy Pilot Training Project - Kerry Burch/Laura Ours
- The Gaming Zone – Library
- So Much To See, So Much To Do Library Card Campaign – Library
- Learning 2.0 – Library
