(A summary of decisions made by the Mecklenburg Board of County Commissioners:)

AWARDS AND PROCLAMATIONS. The Board of County Commissioners proclaimed the Mecklenburg County Park and Recreation Department as a Sports Illustrated Good Sports Leadership Organization for Youth Sports; proclaimed March 2006 as Women's History Month in Charlotte-Mecklenburg; and recognized the Office of Strategic Organizational Improvement for receiving the Government Finance Officers Association's 2005 distinguished budget presentation award.

PUBLIC APPEARANCE. Valerie McGill addressed the Board on the future of North Carolina

APPOINTMENTS. The Board made the following appointments:

  • Anthony Tindall and Todd Glasier to the Air Quality Commission
  • Judy Marshalll, Julie Owens and Morgan Cromwell to the Domestic Violence Advisory Board
  • Deborah Bell, Anne Marie Giuriceo and Chris Hughes to the Information Services and Technology Committee
  • Nathan Davis to the Lake Norman Marine Commission

NASCAR HALL OF FAME. The Board received a report from the City of Charlotte on the NASCAR Hall of Fame and set a public hearing for March 21 on a proposed ordinance to levy a 2 percent room occupancy tax to fund the Hall. On March 6, NASCAR authorized the location of the Hall of Fame in Charlotte. As part of its signed contract with NASCAR, the City is requesting the Board of County Commissioners levy the two-percent room occupancy tax. In May 2005, the N.C. General Assembly authorized the County to levy a 2 percent room occupancy tax, in addition to the existing 6 percent tax, specifically to fund the NASCAR Hall of Fame.

LAND ACQUISITIONS. The Board accepted the donation of 11.28 acres off Freedom Drive from LandCraft Properties, Inc. for greenway along Stewart Creek.

FREEDOM PARK PAVILION. The Board approved the naming of the Freedom Park Indoor Pavilion in honor of Mahlon Adams. Adams is a founding member of the Freedom Park Neighborhood Association and a long time advocate for the park. The new indoor shelter was re-dedicated in September 2005 after an extensive construction and renovation process.

FY2006-2007 CAPITAL IMPROVEMENT PROCESS. The Board directed staff to develop a capital improvement plan (CIP) for FY2006 - 2007 and modified the Board's policy to develop a capital improvement plan and CIP budget annually rather than bi-annually.

The Mecklenburg Board of County Commissioners met in the Charlotte Mecklenburg Government Center on Wednesday, March 8, 2006. The meeting was televised live on The Government Channel, cable channel 16 and rebroadcast on WTVI at Midnight. The meeting is scheduled for re-telecast at various times on the Government Channel and GOV-TV, digital cable channel 232.
