The Mecklenburg Board of County Commissioners met in the Charlotte-Mecklenburg Government Center on Tuesday, June 21, 2005. The meeting was televised live on The Government Channel, cable 16 and rebroadcast on WTVI at Midnight. The meeting was scheduled for re-telecast on channel 16 on June 22 at 9 p.m., June 24 at 9 a.m. and June 25 at 8 p.m. It also airs at various times on GOV-TV, Time-Warner Digital Cable Channel 232.

PROCLAMATIONS AND AWARDS.  The Board of County Commissioners recognized Patricia Mayhew, the recipient of the Department of Social Services' "2004 James F. Richardson Service Hero of the Year" Award."

APPOINTMENTS. The Board made the following appointments:

• Dana Bostrom to the Adult Care Home Advisory Committee
• Elliot Mann, David Shultz to the Building Development Commission
• Joseph B. Kluttz to the Historic Landmarks Commission
• William Crigger, Edwin Holland and Mary Shank to the Personnel Commission
• Chairman Parks Helms, Commissioner Bill James, County Manager Harry Jones and General Manager John McGillicuddy to the Audit Review Committee, a committee charged with overseeing an independent audit of County financials by an outside Certified Public Accountant.
• Laurie Garo, Karen Simon, Richard Halperin, Richard Kingsberry, Akenna Blackmon, Russell Price and Jeff Hood to the Juvenile Crime Prevention Council.

FY2006 CAPITAL IMPROVEMENT PROGRAM. The Board adopted a two-year Capital Improvement Program (CIP) in the amount of $633.3 million. The CIP includes $427.3 million for school buildings, $120 million for land acquisition for various projects including schools, $40.7 million for CPCC, and $27.4 million for government facilities. The CIP tentatively includes $601.5 million in bonds on the November 2005 ballot, with the remaining to be funded from Certificates of Participation or Paygo. The amount of the bond referendum will be finalized in August and September.

CLEAN CARS PROGRAM. The Board adopted a resolution in support of the North Carolina Clean Cars Program. A bill is currently before the General Assembly that would implement a low-emission vehicle program that is the functional equivalent of the program in California.

CMS FUNDING FRAMEWORK. The Board directed the County Manager to collaborate with the CMS Superintendent to reconstruct the CMS funding framework.  The goal is to provide a predictable amount of per pupil funding from the County for CMS operation budget, taking into consideration changes in state and federal funding for CMS.

NATIONAL ASSOCIATION OF COUNTIES. The Board appointed Commissioner Norman Mitchell a voting delegate for the 2005 Annual National Association of Counties conference.
