Mr. McCarley was appointed City Attorney in 1994. He works directly with and represents the Mayor and City Council, as well as the City Manager.

Mr. McCarley sits with the City Council at regular, special, and emergency meetings of the City Council. In addition, he responds to citizen inquiries and complaints. Mr. McCarley is a past president of the North Carolina Municipal Attorneys Association and is a member of the Board of Directors of the International Municipal Lawyers Association.
