The Mecklenburg County Developmental Disabilities Best Practice Committee has identified gaps in services designed to support and empower consumers with developmental disabilities to lead self-determined lives, integrated into the greater culture and environment in which they choose to live with maximal independence.  In response to this identified gap, Mecklenburg County AMH/DD/SAS will release a Request for Ideas (RFI) to solicit ideas, interest and proposals to provide a continuum of innovative and creative opportunities and supports to meet the identified needs.  The RFI is designed to be flexible in order to allow persons or groups who may not be professional providers to have an opportunity to submit ideas or to propose services and supports without being constrained with requirements imposed in the usual formal proposal and RFP format.

Child/Adolescent Behavioral Respite-Rapid Response Continuum

Synopsis: Mecklenburg County Area Mental Health Services (AMH) is seeking to identify and contract with qualified service provider(s) for a continuum of planned and behavioral respite services including crisis respite (Rapid Response) for child/adolescent consumers and their families. The purpose of the RFP is to identify a provider or providers to develop a model continuum of respite services for this population. 

All proposals must be submitted in a Blind Format and will be reviewed and scored in a Blind Process.  Specifically this means that, with the exception of a single cover letter attached only to the original document, proposals and all supporting documentation will not identify the provider agency, its owners, board, partners or staff.  This requirement will be strictly adhered to in order to assure that proposals are scored and awards are determined without regard to knowledge of either current or past relationships between the providers, the LME their staff or subsidiaries. 

Applications are due to the AMH Area Office at 429 Billingsley Rd., to the attention of William Sims no later than 5:00 p.m. on Monday, October 20, 2008.  Applications must be complete and meet the stated deadlines in order to be considered. A mandatory Information Session was held September 29, 2008.

Female Child/Adolescent Integrated Co-Occurring Disorder Treatment Continuum

Synopsis: Mecklenburg County Area Mental Health Services (AMH) is seeking to identify and contract with qualified service providers for a continuum of services to adolescent female consumers (ages 10 – 18) with co-occurring diagnoses of Mental Illness and Substance Abuse (MI/SA) and related problems.  The purpose of this RFP is to identify a provider or providers to develop a model continuum of programs and services for adolescent female MI/SA consumers using an evidence based Integrated Co-Occurring Disorder Treatment (ICDT) model.  The RFP contains instructions and requirements for proposals and requirements of contracting with Mecklenburg County AMH. 

Applications are due to the AMH Area Office at 429 Billingsley Rd., to the attention of William Sims no later than 5:00 p.m. on Monday, October 27, 2008.  Applications must be submitted in "blind format", complete and meet the stated deadlines in order to be considered.  All instructions and requirements are included in the RFP. A mandatory Information Session was held Thursday, September 25, 2008.
