PROCEDURE:
Step One/Initiation of Appeal: When a person wishes to appeal an Airport parking ticket, he or she must do so in writing within thirty (30) days of the date on the ticket.
The letter must state the grounds for disputing the ticket and must also include the citation number, vehicle tag number, and the ticketed person's address and telephone number. The letter must either be faxed or mailed to:

Step Two/ Administrative Review: The Assistant Aviation Director for Operations, Parking Manager, or Captain of the Airport Law Enforcement Officers may, upon initial administrative review, excuse a ticket for a valid justification.
If any one of these three authorized individuals denies an appeal, however, that individual shall automatically bring the matter to the attention of the other two individuals for a committee determination.
The ticket may be excused if a majority of the three individuals finds that a valid justification exists to do so. A written notice of the outcome of the Administrative Review shall be issued within ten (10) days.
If the appeal is denied, the notice must indicate that the person has ten (10) days to either: (a) pay the ticket before a late fee is added; or (b) request a formal Appeals Hearing. In order to request a formal Appeals Hearing, a bond must be posted in an amount equal to the parking penalty.
Step Three/Appeals Hearing: In the event that a ticketed individual timely files a request for a formal Appeals Hearing and posts the appropriate bond, the ticketed person shall be given the opportunity to appear in front of an impartial hearings officer (i.e., the Major over the area in which the Airport is served by the Charlotte Mecklenburg Police Department, currently the South Service Area).
Both the ticketed person and the person who issued the ticket or his designee shall have the opportunity to be heard. If the person appealing does not appear, the appeal shall automatically be denied.
The hearing officer shall render a decision at the end of the hearing, document it in writing, and provide a copy of the written decision to the appealing individual. If the hearing officer dismisses the ticket, the appeals bond shall be returned to the appealing individual.
If the hearing officer upholds the ticket, the bond shall be applied to the outstanding parking penalty. If the appeal is denied, the decision notice shall indicate that the appealing individual has the right to further appeal through certiorari in Mecklenburg County Superior Court.
