City of Charlotte's Small Business Opportunity Program

Charlotte Douglas International Airport is owned and operated by the City of Charlotte and is a part of the City's Small Business Development Program.

The Small Business Development Program (SBDP) partners with Charlotte area organizations to provide technical and business development assistance for those firms interested in taking their business to the next level.  Also, the SBDP includes the City's outreach program designed to increase market access of small businesses in City contracting and procurement opportunities.


Disadvantaged Business Enterprise (DBE) Program - for Federally Funded Projects

CLT is a direct recipient of federal grant monies from the United States Department of Transportation (USDOT).  Recipients must comply with 49 CFR Part 26, PARTICIPATION BY DISADVANTAGED BUSINESS ENTERPRISES IN DEPARTMENT OF TRANSPORTATION FINANCIAL ASSISTANCE PROGRAMS.

Since 1982, the airport has invested over $150 million in new and expanded facilities and services. DBE businesses have played a major role in airport expansion having successfully attained over $50 million in contract opportunities ranging from architectural and engineering services, to construction and geotechnical testing.

Airport Concession Disadvantaged Business Enterprise (ACDBE) Program 
In 2005, the ACDBE Program was born with the release of the Final Rule for 49 CFR Part 23, PARTICIPATION OF DISADVANTAGED BUSINESS ENTERPRISES IN AIRPORT CONCESSIONS. 

CLT has a long established concessions program that originated with the Part 26 DBE regulation and has transferred seamlessly into the 2005 Final Rule.  The biggest change:  In-terminal Concessions and Car Rental Concessions are now separate methodologies and reports.  CLT has 13 certified ACDBE's operating 23 units which generate $1 in every $5 of concession revenues.

Today, CLT has nationally recognized, federally-approved DBE (Disadvantaged Business Enterprise) and ACDBE (Airport Concession Disadvantaged Business Enterprise) programs.

DBE/ACDBE Certification

USDOT mandated that all states implement a unified Certification Program (UCP) to eliminate the burden of certifying at multiple agencies.
